Is not the Southeastern Public Service Authority an agency developed and organized to handle waste disposal for our region? Do we not read daily that we need to work and act regionally if we are to gain the recognition that a statistical area of our enormous size deserves?
Why cannot Virginia Beach City Council work with SPSA management and other area governments to improve the inefficient and ineffective recycling methods currently being used?
