SUFFOLK FINDS DIRECTOR FOR HOUSING AUTHORITY MCADOO, WHO WORKS FOR NORFOLK NOW, WILL BE THE FIRST AFRICAN AMERICAN IN THE JOB.

After being without a director for six months and hiring one who quit before starting, the Suffolk Redevelopment and Housing Authority has once again ended its leadership search.

The board on Tuesday hired Clarissa E. McAdoo, who works for the Norfolk Redevelopment and Housing Authority. She will be the first African American to hold the post.

McAdoo, 40, is a Suffolk native and previously worked as a Suffolk city planner.

``I'm very excited about the challenge,'' McAdoo said. ``I'm elated about the unanimous decision of the board.''

Interim Director Everette Devoe said McAdoo will be available to take over around Aug. 1.

The search began in October, when James P. Armstrong announced that he would leave his post in December to pursue a doctoral degree. Armstrong had held the position for nearly two years.

In January, the board hired Earl B. Pullen, the director of the Charlottesville Redevelopment and Housing Authority. But Pullen changed his mind about a week before he was to start.

The authority will pay McAdoo $57,500 a year - the same salary that it offered Pullen and paid Armstrong - as well as $2,400 for automobile expenses and $1,500 for moving expenses.

Armstrong replaced V. Janette Rountree, who resigned in 1994 after state and federal investigators found that the agency had mismanaged a rental rehabilitation grant program. The Department of Housing and Urban Development has demanded that Suffolk repay $157,000 in misused federal money.
