The dedication of Fountain Park in Port Norfolk is perhaps the best argument for continuing emphasis on neighborhoods in Portsmouth. The park was created with the sweat and money of citizens working together.
The parcel, which contains several acres of vacant land, always has been a public place. But it has functioned in various states of development and repair, sometimes causing problems as a gathering place for noisy loiterers who enjoyed a few drinks along with throwing a few basketballs.
Last year, the Port Norfolk Civic League started out to address the trash and noise problems associated with the area.
From there the residents moved on to a plan to return the park to its original place of importance in the lives of the residents. Not only have they given their time and energy. They also have been the primary financiers.
Both businesses and individuals have been involved and some of them are not even residents of Port Norfolk.
The park will provide a place for young children to play and old people to relax. Most important, it will provide a spot for families to enjoy being together outdoors and a place where neighbors can gather to get to know each other.
The enthusiasm of the residents has been important to attract support from the city and from businesses in that part of the city.
The park is the perfect example of what happens when people agree to work on a project together for the common good.
Portsmouth's neighborhoods which encourage this sort of activity are its greatest assets. Neighborhood policing and other city programs to promote the integrity of the old areas fit well into the picture. Fountain Park is a symbol of all that is good about Portsmouth and its people. by CNB
