The city's four top staff members will receive raises ranging from 4.5 percent to 16.4 percent, the council decided Tuesday.
The council agreed on the amount of the raises Tuesday but will vote next Tuesday.
Under state law, councils hire, fire and set salaries for the city manager, city attorney, city clerk and real estate assessor. Other city employees work for those four.
Most city employees will receive 4.5 percent raises, with some getting significantly more to bring them up to par with their peers across the region. The city wants its workers to be the region's best-paid municipal employees.
The proposal calls for giving:
City Manager James K. Spore a 4.5 percent raise, from $120,000 to $125,400;
City Attorney Leslie L. Lilley a 16.4 percent hike, from $90,177 to $105,000;
City Clerk Ruth H. Smith a 6 percent increase, from $53,773 to $57,000;
Real Estate Assessor Jerald D. Banagan a 9 percent raise, from $63,329 to $69,000.
The changes will make Spore, Lilley and Smith the second-best-paid in the region, and Banagan the fourth-best-paid. The figures include Norfolk, Portsmouth, Chesapeake, Hampton and Newport News.
