The City Council asked the state Tuesday to pay for a $15 million underpass on Hampton Boulevard at Greenbrier Avenue near the Norfolk International Terminals.
The new bypass would improve access to the port and improve traffic flow by eliminating a railroad crossing.
The city hopes the state will pay for the project entirely, without using Norfolk's allocation of state road money, because improving port facilities is important for Virginia's economy, city officials said.
The city has asked for an underpass rather than an overpass to limit the impact on surrounding neighborhoods, which include Glenwood Park.
Eventually, the city also hopes to have a similar underpass constructed at the other rail crossing at Hampton Boulevard, just past Little Creek Road.
This larger, $50 million project is more controversial, however, because of its proximity to Loch Haven and other neighborhoods.
