CITY COUNCIL ACTIONS

The City Council took the following action at its public hearing Monday: Port Norfolk and Mount Hermon Neighborhoods - Rezoning application of the city for consideration of a comprehensive rezoning of portions of these two neighborhoods from Industrial (M-1) and Commercial (C-2) to Residential (RM-60) or Residential (RS-60).

Approved, 7-0Downtown Neighborhood - Request of Malbon Bell, L.L.C., for a use permit to operate a retail store at 233 High St.

The City Council took the following action at its meeting Tuesday:

Motion to transfer $115,855 from the Grants Contingency Account for the Intensified Drug Enforcement Assistance (IDEA) grant.

The U.S. Department of Criminal Justice Services has awarded the City a grant in the amount of $86,891 with a local cash match of $28,964. The grant will allow for the hiring of a full-time prosecutor, a police officer, and a secretary.

Approved, 7-0Motion to transfer $98,692 from the Grants Contingency Account for the Victim-Witness Program.

The U.S. Department of Criminal Justice Services has awarded the City a grant in the amount of $88,823, with a local cash match of $9,869. This grant allows for continuation of the Victim-Witness Program.

Approved, 7-0Motion to transfer $142,481 from the Grants Contingency Account to support the Portsmouth Criminal Corrections Program (formerly the Community Diversion Incentive Program). The new program still provides services to misdemeanant and non-violent felons, including substance abuse education, community service work and house arrest supervision.

Approved, 7-0Motion to transfer $16,400 from the Grants Contingency Account to purchase equipment for the Portsmouth Criminal Corrections Program.

Approved, 7-0Ordinance to appropriate $750,000 for the design, construction administration, inspection and construction of a new raw water intake pumping station and pipeline on Portsmouth's Lake Meade. Chesapeake will reimburse the city. Portsmouth will construct and own this facility which will make additional water available to Chesapeake.

Approved, 7-0Motion to award the contract for the raw water intake and pumping station to Wiley and Wilson.

Approved, 7-0Motion to transfer $144,804 from the Grants Contingency Account for the COPS MORE Program.

COPS MORE will help subsidize the hiring of civilian personnel to replace sworn officers currently in administrative positions.

Approved, 7-0Motion to exceed the 25 percent allowable limit on change orders pertaining to the new Churchland Fire Station.

Additional funding is not required as the project is within the original budget.
