PEOPLE AND PLACES

Laura Neff, a junior at Lake G1NPEOP18 Neff Taylor High School and the daughter of Sonyia and Gary Neff, participated in ``Press Pass,'' a Girl Scout Wider Opportunity program at Olivet Nazarene University in Bourbonnais, Ill., from June 21 through July 2. In the program, which gives girls the opportunity to enhance their lives culturally and educationally, Neff studied print journalism and got hands-on experience writing and producing a conference newspaper.

Bernie Semel, a Norfolk native and the son of Margaret ``Jimmie'' Semel, has been selected to serve as a technical official in the Olympic Games in Atlanta.

As a member of the U.S. Judo National Governing Body's technical staff, Semel will assist in scoring, timing and related duties at the Games. Semel was an instructor and competitor with the Tidewater Judo Club and an organizer and instructor for the Tidewater JCC Judo Club in 1972.

V. Wayne Orton has been appointed as the chief executive officer of the William A. Hunton YMCA. The Y is located in Norfolk and is the oldest independent African-American Y.

Deputy Agnes L. Penny, a Norfolk resident and a court deputy in Norfolk General District Court, has been chosen as the Deputy Sheriff of the Quarter for the Norfolk Sheriff's Office.

Susan Goode and Dr. Georgia Ryder, both of Norfolk, have been elected to the Board of Directors of Virginians for the Arts. Minette Cooper, also of Norfolk, retained her seat on the board. The organization's mission is to preserve the arts in the commonwealth by increasing funding for the Virginia Commission of the Arts.

MILITARY PEOPLE

Marine Pfc. Vernon L. Talley, son of Patricia B. Talley of Norfolk, recently completed basic training at Marine Corps Recruit Depot, Parris Island, S.C. Talley is a 1988 graduate of Lake Taylor High School and a 1993 graduate of James Madison University, Harrisonburg, Va.

Marine Pfc. Darell E. Eley, a 1995 graduate of Booker T. Washington High School and the son of Janice M. Eley of Norfolk, was promoted to his present rank and reported for duty with Marine Security Battalion, Marine Corps Combat Development Command, Quantico, Va.
