BUCHANAN APPOINTED PROVOST OF TCC'S BEACH CAMPUS

Longtime Tidewater Community College administrator E.T. ``Joe'' Buchanan has been appointed provost of TCC's Virginia Beach campus.

Buchanan, 56, has been acting provost for seven months. He succeeded Michael F. LaBouve, who died in January.

Buchanan said Wednesday that one of his major responsibilities will be to work with Old Dominion and Norfolk State universities as they build their joint Virginia Beach campus. It will be between TCC and the Farmer's Market, on Princess Anne Road.

``That's going to be an important initiative in the next several years,'' he said. ``It will greatly facilitate transfer (from TCC) to both those institutions.''

Buchanan said TCC will continue to offer both academic and vocational courses. ``It's terribly important both to be able to think and write and to be able to earn a living,'' he said. ``That's what we try to do, to prepare people both to use their head and, to some extent, their hands.''

He added: ``We will always have a vocational component here, in part because the vocational areas are becoming very much gray-collar. You can't be an auto mechanic without knowing right much about computers.

``You've got to have a whole different array of skills, and you've also got to keep those skills up. The software changes almost instantly, and you've got to be abreast of those kinds of changes to stay competitive.''

Buchanan joined TCC in 1973 as dean of student and enrollment services for the Virginia Beach campus. He has held that position for most of his time there.

The Virginia Beach campus, TCC's largest, has about 10,000 students.

Before coming to TCC, Buchanan worked as director of judicial affairs, assistant to the vice president and director of the student union at Florida State University.

TCC President Larry L. Whitworth said Buchanan was the favorite of three internal search committees. ``He brings a sense of continuity and harmony and experience that nobody else could bring to that job,'' Whitworth said.

Buchanan served on the Virginia Beach City Council for a year in the early 1980s and was named the city's First Citizen in 1987. He also is a former president of the National Association of Student Personnel Administrators.

He received a bachelor's degree in history from Duke University, a law degree from the University of Florida and a doctorate in higher education from Florida State.

Buchanan lives in Virginia Beach with his wife, Susan. They have three children.

TCC also has appointed Terry L. Jones the dean of instructional and student services for all four of the college's campuses.

Jones, who lives in Portsmouth, has been division chairman of the humanities and social science division of the Portsmouth campus for the past nine years. Before that, he taught history at TCC for 16 years.

He has served on college committees exploring technology and foreign language instruction. by CNB
