The streetscape of City Hall Avenue is changing as the city prepares for the MacArthur Center mall.
Work began last week on the sidewalk and in the adjacent Plume Street parking lot and Snyder parking lot.
Lane closures on City Hall Avenue can be expected late this month and will end in the closure of City Hall Avenue from Cumberland Street to St. Paul's Boulevard for 30 days beginning in late September.
The traffic changes are necessary to accommodate the large-scale electrical, water and sewer utility work necessary for MacArthur Center.
The first round of work, which was scheduled to begin July 29 and end Aug. 23, will involve digging in the sidewalk and parking area in the Plume Street and Snyder lots.
According to David E. Williams, engineer for the Norfolk Redevelopment and Housing Authority, lane closures will occur from time to time.
``We will make every attempt to maintain one lane of traffic in each direction,'' he said in a release.
Williams said the utility work includes the relocation of a Virginia Power substation from Cove Street, behind Fire Station No. 1, to the Snyder lot across the street, and installation of new sewer lines. by CNB
