IT'S NOT HIS CLASS: But Portsmouth-born jet-set painter Ralph Cowan of West Palm Beach, Fla., has accepted an invitation to attend the 40th reunion of the classes of 1955 and 1956 of Woodrow Wilson High School.

Cowan, who graduated from Wilson in 1949, will make a slide-presentation of his paintings of famous people at a brunch gathering of the classmates Aug. 31 at the Commodore Theatre.

About 200 people from the two classes are expected for the weekend, which also will include a social at The Max, a dinner cruise on the Carrie B and a banquet at the Holiday Inn.

MOORE HONORS: Portsmouth Del. Billy Moore is this year's favorite legislator with law enforcement agencies.

Moore, who serves on the State Crime Commission, was the chief sponsor this year of bail bond reform which keeps violent criminals and drug dealers in jail pending trial.

Last Friday in Lynchburg, he was named Delegate of the Year by the Virginia State Lodge, Fraternal Order of Police.

The Virginia Sheriffs' Association recently announced that Moore will receive that organization's ``Outstanding Legislator of the Year'' award at a Sept. 10 banquet.

SEVEN-YEAR DREAM: JoeAnn Ramseur has been praying seven years for last Wednesday's events.

That was the day of ground-breaking for her Habitat for Humanity house that will be built on a 100-foot by 100-foot lot at the corner of Turnpike Road and Phillips Avenue.

Ramseur, a 20-year employee of NationsBank and a 14-year resident of Fairwood Homes, said her daughter Latrice was 16 years old when she first put in an application for a Habitat home. Latrice is now a 23-year-old student at Virginia Commonwealth University.

``This is truly a blessing,'' Ramseur, 42, said. ``My church (New Taylorsville Baptist) is across the street so I can walk to church.'' by CNB
