ZONE 1: Bordered by the Lafayette River, Hampton Roads,
Willoughby Bay and Chesapeake Bay. Its western boundary (from north
to south) runs along Chesapeake Blvd. to E. Leicester Ave. to Atlans
St. to Virginia Ave. to Beaumont St. to Fishermans Road to Sunset
Dr. to Military Highway. Its southern boundary (from east to west)
runs roughly along Interstate 64. The Lafayette River forms the
other portion of its southern boundary. It includes all of
Willoughby Spit, the Naval Air Station and International Terminals.
ZONE 2: Bordered by Ocean View Ave. (Chesapeake Bay) on its north
side. Its eastern boundary is the Norfolk/Virginia Beach city
limits. Its southern and western boundaries (from east to west and
then south to north) run along Princess Anne Road to I-64 to Norview
Ave. to Military Highway to Sunset Dr. to Fishermans Road to
Beaumont St. to Virginia Ave. to Atlans St. to E. Leicester Ave. to
Chesapeake Blvd. to the water.
ZONE 3: Bordered by zone 1 and 2 on its north and west sides
(from east to west the street boundary runs along I-64 to the
Lafayette River). The Lafayette River and its north branch form the
western boundary, and Princess Anne Road forms its southern
boundary.
ZONE 4: Bordered by Lafayette River to the north and to the east,
and the Elizabeth River to the west. Its southern border runs
partially along the Elizabeth River to Virginia Beach Blvd. up along
Bolton St. to Saint Julian Ave. to Roberts Road.
ZONE 5: Bordered by Virginia Beach Blvd. to the north and the
Elizabeth River to the west and south. It is bordered by St. Paul's
Blvd. and the Berkley Bridge along the west. It includes the Hague
and downtown.
ZONE 6: Bordered by the Eastern Branch of the Elizabeth River
along the south. It also includes the chunk of Norfolk on the other
side of the river. Its western border is formed by the
Norfolk/Virginia Beach city limits. Its northern border runs along
