Willie L. Cuffee Jr., of the 2000 block of Plow Lane, died Aug. 19, 1996 at his home.
Mr. Cuffee, a native of Norfolk, retired from Gordon Paper Co. and served in the U.S. Army. He was a member of St. Thomas A.M.E. Zion Church.
Survivors included a loving mother, stepfather, a brother, a daughter, two sons, two grandchildren and several other relatives.
The funeral will be conducted at noon Thursday by the Rev. Dr. General Scott in St. Thomas A.M.E. Zion Church, 1600 Melon St., Campostella section of Norfolk. Pretlow and Sons' Funeral Home is in charge.
CHESAPEAKE - Joyce A. ``Tillie'' Reber, 58, of the 1600 block of People's Road, died Aug. 18, 1996. A funeral will be held at 10:30 a.m. Thursday in Kreamer Funeral Home, Annville, Pa. CHESAPEAKE - Sidney Roscoe Waters, of the 800 block of Doe Run Drive, departed this life after a brief illness on Monday, Aug. 19, 1996.
Sidney Waters was born in Wautauga, Tenn., in 1918 to Mary (Bradley) and David Waters. After finishing in the first graduating class of Douglas High School, Johnson City, Tenn., he attended Swift Junior College. At the conclusion of his tour of duty as a master sergeant in World War II, he returned to the U.S. and completed his education at Ohio State University in Columbus, Ohio, receiving a Bachelor of Arts degree and a Master of Fine Arts degree.
It was at Ohio State that he met his bride, Azarie (Geathers) whom he married in 1948.
Sidney Waters was a ``renaissance man'' who, being denied his dream of becoming an architect because he was black, studied art instead. His hobbies included woodworking, electronics, photography, writing and music. He served p the Norfolk Public School system for 33 years as a teacher, lecturer and administrator. Before retiring in 1984, he developed the television station for Norfolk Public Schools. He also served as an adjunct professor for Old Dominion University, and was a member of several professional organizations. One of the legacies of his artistic skills is the bust of Booker T. Washington, which is located in the display facing the entrance of Booker T. Washington High School, Norfolk.
He is survived by his wife of over 48 years, Azarie; his daughter, Rev. Paula J. Waters of Boston, Mass.; his son, David C. Waters of Chesapeake; and a host of relatives and friends.
A memorial service in his memory will be held at 11 a.m. Friday in Bank Street Memorial Baptist Church, 7036 Chesapeake Blvd., Norfolk. Visiting hours will be from 10 to 11 a.m. at the church. Hale Funeral Home is handling arrangements.

NORFOLK - Charles T. ``Tommy'' Balfour, 83, of the 300 block of W. Brambleton Ave., died Aug. 20, 1996.
A native of Norfolk, Mr. Balfour retired as a mechanical superintendent after 52 years service. He attended Christ the King Catholic Church.
Survivors include his wife, Addie ``Polly'' Balfour; three daughters, Mary Anne Lewin of Virginia Beach; Cathy Z. Forrest and her husband, Bill, of Chesapeake; Barbara D. Galovics and her husband, Steve, of Chesapeake; a son, Frank G. Zoby Jr. and his wife, Alison, of Dale City, Va.; eight grandchildren, Becky, Charlie, Denise, Jeremy, Natalie, Lauren, Emily, Matthew; four great-grandchildren, Matthew, Michael, Jordan, Cole; and a son-in-law, Eddie Abourjilie and his wife, Sadie, of Richmond.
A funeral service will be conducted at 11 a.m. Thursday in Hollomon-Brown Funeral Home, Tidewater Drive Chapel, by Father Joseph P. Lehman. Burial will be in Forest Lawn Cemetery. Family will be at the funeral home today from 7 to 9 p.m. NORFOLK - Bessie E. Flynn, 76, of the 3600 block of Sewells Point Road, died Aug. 19, 1996, at her residence.
Born in North Carolina, she was a self-employed caretaker and a member of Norview Baptist Church.
Survivors include her husband, Flank Flynn; a son, Robert Bradley of Randalman, N.C.; a sister, Irene Blackstock of South Boston, Va.; and seven grandchildren.
A memorial service will be held at a later date.
NORFOLK - Mary Dorinda ``Pinkey'' Gandy, 44, of the 1000 block of Holt St., died Aug. 17, 1996, in Sentara Norfolk General Hospital.
Mrs. Gandy was born in Virginia Beach.
Survivors include her mother, Hattie M. Purvis of Virginia Beach; two daughters, Tamika Purvis of Virginia Beach, Lekisha Gandy of Fort Jackson, S.C.; a son, Johnell Hubbard, stationed in Italy; a sister, Hattie ``Lee'' Beale of Virginia Beach; two brothers, Robert Purvis of Craigsville, Va., and Mark Henderson of Huntington, Long Island, N.Y.; two grand-daughters, Takera Purvis of Virginia Beach and Mary Bessie Hubbard of Italy.
Funeral services will be conducted at 2 p.m. Friday, Aug. 23, at the Chapel of Staton Funeral Home, 515 13th Street, Scotland Neck, N.C., by the Rev. Earl Williams. Burial will be in Staton Memorial Cemetery. Staton Funeral Home is handling the arrangements.
NORFOLK - Dorothy Liebman Kossman, of 7320 Glenroie Ave., died Aug. 19, 1996, in her home.
Mrs. Kossman was a native of Norfolk. She was the widow of Murray Kossman and a member of Ohef Sholom Temple, Norfolk, and a member of Hadassah.
Survivors include two sons, Jay Kossman of Branford, Conn., Joel Kossman of Virginia Beach; a grandson, Matthew Kossman of Baltimore, Md.; and a sister, Sylvia Haskell of Norfolk. She will be greatly missed.
A graveside service will be conducted at 1 p.m. today in Forest Lawn Cemetery by Rabbi Lawrence A. Forman. H.D. Oliver Funeral Apts. Norfolk Chapel is handling arrangements. Robert L. White
NORFOLK - Robert L. White, 66, died Sunday Aug. 18, 1996, in his Kill Devil Hills, N.C., vacation residence.
He was a native of Norfolk and the son of the late Odel Bonney and William White.
Mr. White had retired as a sheet metal worker from the Norfolk Naval Air Station after 39 years. He was a member of the South Norfolk Masonic Lodge (NU)339, Khedive Shrine Temple, Moose Lodge (NU)898, American Legion Post (NU)032 and the South Norfolk Old Timers Association. He was a veteran, having served in Korea in the U.S. Army.
Survivors included his wife, Ann; a son, William R. White of Suffolk; two stepdaughters, Linda Plevyak of Chesapeake, Debbie H. Hogue of Norfolk; two stepsons, Jeffery Horner of Virginia Beach, Michael Horner of Hampton; and two grandchildren.

NORFOLK - Illinoise ``Butchie'' Williams Jr., 41, of the 900 block of St. Julian Ave., died Aug. 19, 1996.
A native of Norfolk, Mr. Williams was a maintenance technician for S.L. Nusbaum Co. He was a member of the New Assembly in Jesus Christ and the U.S. Army Reserve E-7. He was U.S. Army veteran.
Survivors include his wife, Carolyn L. Williams; three sons, Illinoise Williams III, Derrick D. Williams, Tramell L. Williams; his mother, Corrine L. Calhoun Williams; his father, Illinoise Williams Sr.; four sisters, Thelma Quetta Williams, Mamie Louise Epps, Belindarae W. Benn, Corrine L. Williams; grandmother, Thelma J. Calhoun of Norfolk; a grandchild, Marcus Balardo; a host of other relatives and friends.
A funeral will be conducted at noon Thursday in Shiloh Baptist Church, 745 Park Ave., by the Rev. John H. Foster. Burial will be in Roosevelt Memorial Park. NORFOLK - Mark Anthony Wood, 43, of the 5535 E. Virginia Beach Blvd., died Aug. 15, 1996.
Born in Detroit, Mich., Mr. Wood was retired three years from the U.S. Navy after 17 years of service.
Survivors include his ex-wife of 19 years, Kay Wood; a daughter, Tracie Renee Wood of Virginia Beach; his mother, Doris Griffin of Detroit; two half-brothers, Kirk and Shawn Wood, both of Michigan; his stepfather, Raymond Griffin; his stepmother, Ruby Wood; his daughter's fiancee, Renaud Bouie; a host of relatives and friends. He was predeceased by his father, Wallace Wood and grandparents, Frank and Edith Wood.
A memorial service will be held at 1 p.m. Saturday in P.G. Thomasson Funeral Service, Inc., Virginia Beach. PORTSMOUTH PORTSMOUTH - Vincent Broda Jr., 83, of the 3600 block of Clifford St. died Aug. 19, 1996, in a Portsmouth hospital.
Mr. Broda was owner of Ornamental Ironworks and a member of West End United Methodist Church, Portsmouth.
Survivors include his wife, Lillie Mae Broda; a daughter, Kathy Romero and her husband, Fabio, of San Jose, Calif.; a son, Vincent M. Broda of Chesapeake; two sisters, Frances Lewis of Portsmouth, Estelle Griffin of Burlington, Mass.; two granddaughters, Paula Anderson and Betty Mezzaline; and two great-grandchildren, Paul and Darlene Werbelow. He was preceded in death by a son, Richard D. Broda.

VIRGINIA BEACH - Emma Haussler Allison, 69, of the 400 block of Garrison Place, died Friday Aug. 16, 1996, at her residence.
Mrs. Allison was born in Munich, Germany, the daughter of the late George Haussler and Katherine Reith Haussler. She was the beloved wife of James Robert Allison who survives. She was a Catholic and a homemaker.
Besides her husband, she is survived by two sons, Klaus H.J. Allison of Virginia Beach and James Robert Allison Jr. and his wife, Kimberly Allison, also of Virginia Beach.
Services will be held at a later date. Altmeyer Funeral Home is in charge of arrangements. VIRGINIA BEACH - Samuel Eugene Hargrow Jr., infant son of Samuel Eugene Hargrow Sr. and Cheryl Sneed Hargrow of the 5200 block of Layton St., died Saturday, Aug. 17, 1996.

VIRGINIA BEACH - Margaret G. Howenton, 72, died Aug. 19, 1996, in a Virginia Beach hospital.
A native of Virginia, she was the widow of Robert M. Howenton.
Survivors include two daughters and their husbands, Eve and Dale Sufficool of Virginia Beach, Margaret Ann and Bill Spahr of Clearwater, Fla.; two sisters, Ola Leigh Nieman of Reading, Calif., Julia Woolsey of Louisville, Ky.; two brothers, Herbert Green and Larry Green, both of Virginia Beach; four grandchildren; two great-grandchildren. She was predeceased by a brother, Buddy Green.
A funeral will be held at 2 p.m. Thursday in Hollomon-Brown Funeral Home, Bayside Chapel. Burial will be in Woodlawn Memorial Gardens. Family will be at the funeral home from 7 to 8 p.m. today and also at the San Trap Restaurant following the services.
VIRGINIA BEACH - Jorie Hicks Lee, 66, of the 4500 block of Three Pines Lane, died Aug. 19, 1996, in Norfolk.
Mrs. Lee was a native of Keystone, W.Va. She was a member of Thalia United Methodist Church in Virginia Beach and a member of the Virginia Beach Neptune Festival Auxiliary.
Mrs. Lee was preceded in death by her husband, Roland Dean Lee Sr. She is survived by her two sons, Roland D. Lee Jr. and his wife Mever of Virginia Beach, and Timothy G. Lee and his wife Robin of Virginia Beach; a sister, Sara H. Lynch of Virginia Beach; five grandchildren, Justin G. Lee, Ross H. Lee, MaryEllen Lee, Ashton E. Lee and Dean Thomas Lee, all of Virginia Beach.
She was a loving mother and grandmother and will be greatly missed.

VIRGINIA BEACH - Helen F. McMillan, died Aug. 20, 1996, in her 87th year. She was the loving wife of the late Franklin Ellison McMillan.
She is survived by her sister, Mary E. White and nephew, Robert D. Edmonds and his wife, Anne.
Mrs. McMillan was the school nurse for Princess Anne High School for many years.

Born in Norfolk, she was retired from the Naval Air Rework Facility. She was a life-long member of Park Place United Methodist Church and a member of the Daughters of the American Revolution, Great Bridge Chapter, and Daughters of the American Colonies.
Survivors include a son, Donald R. Norris, and his wife, Edith, of Norfolk; a brother, Richard P. Moore of Virginia Beach; and a granddaughter, Marian E. Norris of Norfolk.

VIRGINIA BEACH - Steven M. Sarutzki, 40, of Virginia Beach, died Aug. 16, 1996, in a local hospital. He was a MIG/TIG welder.
Steven was preceded in death by his father, Floyd Sarutzki. He is survived by his mother, Arvilla Perkinson and stepfather, Ralph Perkinson Jr. of Norfolk; a brother, David Sarutzki and five sisters, Bonnie Candrilli, Angela, Crystal, Olivia and Heather Sarutzki, stepmother, Phyllis Sarutzki, all of Virginia Beach; and many friends and relatives.

VIRGINIA BEACH - Thomas P. Thorpe Sr., 70, of the 4200 block of John Silver Road, died Aug. 20, 1996, in a Virginia Beach Hospital.
Mr. Thorpe was born in Wilson County, N.C. and was retired as a general foreman from the Norfolk Naval Shipyard. He was a veteran of World War II and a member of Our Saviour Lutheran Church.
Survivors include his wife, Margaret Poole Thorpe; a son, Thomas P. Thorpe Jr. of Virginia; a daughter, Kay T. Stetler of Pennsylvania; a brother, Michael Thorpe of Virginia; and two grandchildren.

VIRGINIA BEACH - Brian Edward Watson, 26, of the 1500 block of Gallery Ave., died Monday Aug. 19, 1996, in Virginia Beach General Hospital.
He was born in Bradford, Pa. on May 30, 1970 and the son of Edward Lester Watson and Mary Louise Detar Watson. Brian was a Christian, a member of the Boy Scouts of America. He was an altar boy for the Catholic Church, member of R.O.T.C. at Green Run High School, member of 700 Club and member of National Geographic Society.
Besides his parents, he is survived by a sister, Tammy Lynn Watson-Piritz of Hoosick, N.Y.; three nieces, Ashley, Brittany, Chelsea Piritz of Hoosick.

FRANKLIN - Richard Washington Barrett Jr., 67, of 315 S. Main St., died Aug. 19, 1996, in Obici Hospital, Suffolk.
Mr. Barrett was a native of Dinwiddie County and was the son of the late Richard W. Barrett Sr. and Ruby Denson Barrett. He was a retired self-employed contractor and was an Army veteran. He was a member of the Bethel Assembly of God.
He is survived by his wife, Pauline Gay Barrett; two daughters, Bridgett Ann Johnson and Lara Lynn Rawls; a son, Robert Lee Barrett; a sister, Iris Juanita Kiernan; four brothers, Enous L. Barrett, Vernon C. Barrett, Douglas M. Barrett, all of Franklin, and Glenn F. Barrett of Branchville.

FRANKLIN - James Leon Pinner, 72, a resident of Franklin, died Monday Aug. 19, 1996, at his home.
Born in Southampton County, he was the son of the late Leon and Jeanette Coggsdale Pinner. He was a retired electrician and former employee of Angus Hines Corporation. He was a member of Franklin Baptist Church, Woodmen of the World and was a charter member of the Suffolk Moose Lodge.
Survivors include his wife, Mary Matthews Pinner; a daughter, Patricia P. Bailey of Richmond; a son, J. Cecil Pinner of Atlanta, Ga.; his beloved grandchildren, Tonya Bailey and Jimmy Pinner and his wife, Robin, of Franklin, Lyn and Craig Pinner of Charleston, S.C., Katherine Underwood of Spottsylvania, Va., Justin Underwood of Deltaville, Va.; four great-grandchildren, Nicole and Richard Bailey of Franklin, Chelsea Pinner of Boykins and Lindsey Ann Pinner of Charleston.

KILL DEVIL HILLS - W. Edward Thompson, 64, died Sunday Aug. 18, 1996, at Albemarle Hospital.
Mr. Thompson retired in 1989 as a tool maker with IBM Corp. of Owego, N.Y. He was a U.S. Army veteran, a member of the U.S. Coast Guard Auxiliary, Outer Banks Gun Club and the Mensa Society. Mr. Thompson was the son of Dellamae Clark Thompson of Lisle, N.Y., and the late Rev. Charles E. Thompson.
Mr. Thompson is survived by his mother, Dellamae Clark Thompson; his wife, Barbara Elliott Thompson of the home; a daughter, Deborah Smith, her husband, Dennis, and children, Stacie Lee and Justin James of Fort Myers, Fla.; a son, Richard Thompson, his wife, Marianne, and son, Wesley Adam of Watertown, N.Y.; and a brother-in-law, Edgar Farley of Marathon, N.Y. Mr. Thompson was preceded in death by a son, Charles William Thompson, and a sister, Sylvia Farley.

RICHMOND - Frederick Smith ``Ted'' Tower, 83, died Monday, Aug. 19, 1996.
A native of Nashville, Tenn., he was the son of the late Frederick C. Tower and Julia Eggleston Tower and widower of Louise King Tower. Mr. Tower, a retired sales executive, was a graduate of Hampden-Sydney College, a former president of the Virginia Highway Users Association and member of the Richmond Community Services Board and the Country Club of Virginia.
He is survived by his wife, Evelyn Richie Crim Tower; a son and daughter-in-law, Guy K. Tower and Winship C. Tower of Virginia Beach; two daughters, Julia E. Tower of Hyattsville, Md., Nancy P. Tower of Atlanta, Ga.; four grandchildren, King F. Tower of Richmond, Jane E. Tower of Charlottesville, Jeremiah A. Denton IV, Edward C. Denton of Virginia Beach.

CHESAPEAKE - Joyce A. ``Tillie'' Reber, 58, of the 1600 block of People's Road, died Aug. 18, 1996. A funeral will be held at 10:30 a.m. Thursday in Kreamer Funeral Home, Annville, Pa. CHESAPEAKE - Sidney Roscoe Waters, of the 800 block of Doe Run Drive, departed this life after a brief illness on Monday, Aug. 19, 1996.
Sidney Waters was born in Wautauga, Tenn., in 1918 to Mary (Bradley) and David Waters. After finishing in the first graduating class of Douglas High School, Johnson City, Tenn., he attended Swift Junior College. At the conclusion of his tour of duty as a master sergeant in World War II, he returned to the U.S. and completed his education at Ohio State University in Columbus, Ohio, receiving a Bachelor of Arts degree and a Master of Fine Arts degree.
It was at Ohio State that he met his bride, Azarie (Geathers) whom he married in 1948.
Sidney Waters was a ``renaissance man'' who, being denied his dream of becoming an architect because he was black, studied art instead. His hobbies included woodworking, electronics, photography, writing and music. He served the Norfolk Public School system for 33 years as a teacher, lecturer and administrator. Before retiring in 1984, he developed the television station for Norfolk Public Schools. He also served as an adjunct professor for Old Dominion University, and was a member of several professional organizations. One of the legacies of his artistic skills is the bust of Booker T. Washington, which is located in the display facing the entrance of Booker T. Washington High School, Norfolk.
He is survived by his wife of over 48 years, Azarie; his daughter, Rev. Paula J. Waters of Boston, Mass.; his son, David C. Waters of Chesapeake; and a host of relatives and friends.
A memorial service in his memory will be held at 11 a.m. Friday in Bank Street Memorial Baptist Church, 7036 Chesapeake Blvd., Norfolk. Visiting hours will be from 10 to 11 a.m. at the church. Hale Funeral Home is handling arrangements.

A native of Norfolk, Mr. Balfour retired as a mechanical superintendent after 52 years service. He attended Christ the King Catholic Church.
Survivors include his wife, Addie ``Polly'' Balfour; three daughters, Mary Anne Lewin of Virginia Beach; Cathy Z. Forrest and her husband, Bill, of Chesapeake; Barbara D. Born in North Carolina, she was a self-employed caretaker and a member of Norview Baptist Church.

NORFOLK - Mary Dorinda ``Pinkey'' Gandy, 44, of the 1000 block of Holt St., died Aug. 17, 1996, in Sentara Norfolk General Hospital.
Mrs. Gandy was born in Virginia Beach.

NORFOLK - Dorothy Liebman Kossman, of 7320 Glenroie Ave., died Aug. 19, 1996, in her home.
Mrs. Kossman was a native of Norfolk. She was the widow of Murray Kossman and a member of Ohef Sholom Temple, Norfolk, and a member of Hadassah.
Survivors include two sons, Jay Kossman of Branford, Conn., Joel Kossman of Virginia Beach; a grandson, Matthew Kossman of Baltimore, Md.; and a sister, Sylvia Haskell of Norfolk. She will be greatly missed.

NORFOLK - Robert L. White, 66, died Sunday Aug. 18, 1996, in his Kill Devil Hills, N.C., vacation residence.
He was a native of Norfolk and the son of the late Odel Bonney and William White.
Mr. White had retired as a sheet metal worker from the Norfolk Naval Air Station after 39 years. He was a member of the South Norfolk Masonic Lodge (NU)339, Khedive Shrine Temple, Moose Lodge (NU)898, American Legion Post (NU)032 and the South Norfolk Old Timers Association. He was a veteran, having served in Korea in the U.S. Army.
Survivors included his wife, Ann; a son, William R. White of Suffolk; two stepdaughters, Linda Plevyak of Chesapeake, Debbie H. Hogue of Norfolk; two stepsons, Jeffery Horner of Virginia Beach, Michael Horner of Hampton; and two grandchildren.

NORFOLK - Illinoise ``Butchie'' Williams Jr., 41, of the 900 block of St. Julian Ave., died Aug. 19, 1996.
A native of Norfolk, Mr. Williams was a maintenance technician for S.L. Nusbaum Co. He was a member of the New Assembly in Jesus Christ and the U.S. Army Reserve E-7. He was U.S. Army veteran.

VIRGINIA BEACH - Emma Haussler Allison, 69, of the 400 block of Garrison Place, died Friday Aug. 16, 1996, at her residence.
Mrs. Allison was born in Munich, Germany, the daughter of the late George Haussler and Katherine Reith Haussler. She was the beloved wife of James Robert Allison who survives. She was a Catholic and a homemaker.
Besides her husband, she is survived by two sons, Klaus H.J. Allison of Virginia Beach and James Robert Allison Jr. and his wife, Kimberly Allison, also of Virginia Beach.

Mrs. Lee was a native of Keystone, W.Va. She was a member of Thalia United Methodist Church in Virginia Beach and a member of the Virginia Beach Neptune Festival Auxiliary.
Mrs. Lee was preceded in death by her husband, Roland Dean Lee Sr. She is survived by her two sons, Roland D. Lee Jr. and his wife Mever of Virginia Beach, and Timothy G. Lee and his wife Robin of Virginia Beach; a sister, Sara H. Lynch of Virginia Beach; five grandchildren, Justin G. Lee, Ross H. Lee, MaryEllen Lee, Ashton E. Lee and Dean Thomas Lee, all of Virginia Beach.
She was a loving mother and grandmother and will be greatly missed.

VIRGINIA BEACH - Helen F. McMillan, died Aug. 20, 1996, in her 87th year. She was the loving wife of the late Franklin Ellison McMillan.

He was born in Bradford, Pa. on May 30, 1970 and the son of Edward Lester Watson and Mary Louise Detar Watson. Brian was a Christian, a member of the Boy Scouts of America. He was an altar boy for the Catholic Church, member of R.O.T.C. at Green Run High School, member of 700 Club and member of National Geographic Society.
Besides his parents, he is survived by a sister, Tammy Lynn Watson-Piritz of Hoosick, N.Y.; three nieces, Ashley, Brittany, Chelsea Piritz of Hoosick.

FRANKLIN - Richard Washington Barrett Jr., 67, of 315 S. Main St., died Aug. 19, 1996, in Obici Hospital, Suffolk.
Mr. Barrett was a native of Dinwiddie County and was the son of the late Richard W. Barrett Sr. and Ruby Denson Barrett. He was a retired self-employed contractor and was an Army veteran. He was a member of the Bethel Assembly of God.
He is survived by his wife, Pauline Gay Barrett; two daughters, Bridgett Ann Johnson and Lara Lynn Rawls; a son, Robert Lee Barrett; a sister, Iris Juanita Kiernan; four brothers, Enous L. Barrett, Vernon C. Barrett, Douglas M. Barrett, all of Franklin, and Glenn F. Barrett of Branchville.

Mr. Thompson retired in 1989 as a tool maker with IBM Corp. of Owego, N.Y. He was a U.S. Army veteran, a member of the U.S. Coast Guard Auxiliary, Outer Banks Gun Club and the Mensa Society. Mr. Thompson was the son of Dellamae Clark Thompson of Lisle, N.Y., and the late Rev. Charles E. Thompson.

A native of Nashville, Tenn., he was the son of the late Frederick C. Tower and Julia Eggleston Tower and widower of Louise King Tower. Mr. Tower, a retired sales executive, was a graduate of Hampden-Sydney College, a former president of the Virginia Highway Users Association and member of the Richmond Community Services Board and the Country Club of Virginia.
He is survived by his wife, Evelyn Richie Crim Tower; a son and daughter-in-law, Guy K. Tower and Winship C. Tower of Virginia Beach; two daughters, Julia E. Tower of Hyattsville, Md., Nancy P.
