Police have made an arrest in the killing of a 39-year-old Norfolk man found slain Sunday in a home in the 100 block of Forest Ave.
Stacy Allen Smith, 29, was charged with capital murder and robbery, police spokesman Larry Hill said. Smith, of the 1400 block of W. 41st St., was arrested late Tuesday night.
The body of Joseph D. Watkins was found by a friend about 4:30 p.m. Sunday.
