A 69-year-old man was arrested Tuesday after he allegedly assaulted a juvenile girl in the parking lot of an apartment building while neighbors watched, police said.
Louis Carlos Madariaga, of the 6100 block of Blacksmith Court, has been charged with sodomy, aggravated sexual battery and indecent liberties with a child. He is being held in the Virginia Beach Correctional Center without bond.
According to police, a neighbor had seen him molesting a young girl and called police. The incident began in the parking lot of a nearby apartment complex and ended as he took the girl into a car with him.
