THE VIRGINIA BEACH NEPTUNE FESTIVAL XXIII roars into the weekend with its air shows featuring massive fly-bys of F-14s and F-18s fighter jets. Wouldn't Iraq be impressed? Also showing up at the shows will be a Marine AV-8 Harrier jet, Les Shockley's Shock Wave Jet Truck, a MIG-21 and a host of other aerial and static delights. The Canadian Skyhawk Jumpers even plan on dropping in. Gates open at 9 a.m. with the high tech action from 10 a.m. to 5 p.m. Saturday and Sunday at NAS Oceana. Soon after French painter Georges de La Tour's death in 1652, folks forgot his name. Now he's hot property. His 1625 portrait of Saint Philip is in the permanent collection of The Chrysler Museum of Art.

A leading expert on de La Tour speaks Wednesday at 10:30 a.m. at the museum. Dr. Philip Conisbee is curator of French paintings at the National Gallery of Art in Washington, D.C. He has organized a major exhibit on de La Tour that opens Oct. 6 at his museum.

``Saint Philip'' is among the most significant pieces given to Norfolk by the late Walter P. Chrysler Jr., the museum's chief benefactor; this year marks the 25th anniversary of his enormous gift.

The lecture is free. A pre-talk coffee begins at 10 a.m. The museum is at 245 W. Olney Road, Norfolk. 664-6200.

TONIGHT Clay Walker

IF IT'S A DAY that ends in ``Y,'' it's a good day for a Clay Walker concert. The country singer, whose hits include ``This Woman and This Man,'' ``If I Could Make a Living,'' and the current chart-topper ``Only on Days That End In `Y,' '' is at the Virginia Beach Amphitheater tonight. Besides the music, there's plenty of other zaniness involved, like contests for best dressed cowboy and cowgirl and a Clay Walker and Shania Twain look-alike contest. SATURDAY Zootodo

IT'S A JUNGLE OF A DAY out at the Virginia Zoo, perfect for the annual Zootodo frolic. About 30 local restaurants offer tidbits, and you can dance off the indulgences with music from pop and jazz bands. It's also a great place to people-watch - participants dress to the nines, with many opting for animal themes. It's at 7 p.m. Saturday at the Virginia Zoo in Norfolk. Tickets: $60. 622-WILD.

THE FIRST WIVES CLUB - The producers figure that every miffed wife in America will go to see it. The first wives, the older gals, vow not to get mad, just get everything. Goldie Hawn, Bette Midler and Diane Keaton are the first wives. Sarah Jessica Parker, Heather Locklear and Elizabeth Berkley (attempting a comeback after ``Showgirls'') are their potential replacements. PG

LAST MAN STANDING - Two rival gangs battle it out over an otherwise sleepy Texas border town in this remake of the classic Akira Kurosawa Japanese-samurai movie ``Yojimbo.'' That movie was, in turn, remade as ``A Fistful of Dollars,'' the spaghetti Western that made Clint Eastwood a star. Director Walter Hill sets his version during the Prohibition. Bruce Willis stars as the gunman who plays one gang against the other. Bruce Dern, one of America's most beloved villains, plays a shifty sheriff. R
