I believe Kerry Dougherty is right on target. I attended the Chesapeake Bay Bridge and Tunnel Commission meeting on Sept. 10. I heard the chairman, M. Lee Payne, speak on how misguided and misinformed the writer was and that a response to the editorial was prepared and in the commissioners' packets. This response was neither read, discussed nor voted.
I have attended every commission meeting for almost a year and don't recall any discussion of commuter tolls. I have seen three new commissioners appointed by circuit court judges since April 1995, but no change in the way the commission carries out its business.
To get a commission that will act as a real steward of the public good requires that we support a new appointment method.
Del. Leo Wardrup offered such a bill (House Bill No. 1178) in last year's General Assembly. If it had passed, the governor would appoint commissioners with the approval of both houses of the General Assembly.
