CAREER TRACK

ARCHITECTURE

Jaime G. Garcia was named a senior architect with the Virginia Beach office of Hayes, Seay, Mattern & Mattern. He was formerly with MMM Design Group in Norfolk.

Chip Taylor was named a graphics specialist at Hanbury Evans Newill Vlattas, Norfolk. He worked for Greaves Finch & Associates in Virginia Beach before joining the company.

BANKING

Melinda M. Shortridge was promoted to vice president and zone manager at First Virginia Bank of Tidewater. She will be responsible for nine offices in the bank's branch network and other administrative duties. She most recently served as assistant vice president.

COMMUNICATIONS

James N. Thomson was named vice president of Orbital Technologies Inc., a business telephone communications company serving eastern Virginia and North Carolina. He was formerly president of Electronic Engineering Inc., which merged with Orbital four years ago.

Also, Thadius R. Shelly, vice president and director of marketing, was appointed to Orbital's board of directors. And Jacqueline Pierce, accounting manager for the firm, was named secretary-treasurer and also appointed to the board of directors.

COMPUTERS

Andrew J. Downing was named executive vice president and chief operating officer of Metro Information Services in Virginia Beach. He will be responsible for operations in Metro's 23 locations and will oversee marketing, staff acquisition and retention and operational profitability. He was most recently vice president of operations.

Steven V. Bain was promoted to director of business development at PROSOFT, a technical services firm focused on the government information technology market. He was previously business development specialist.

MANUFACTURING

John C. Redding, former vice president for sales and marketing at Chesapeake Hardwood Products, is now vice president of marketing and corporate development.

And, Nelson T. Russell Jr. was promoted to vice president of sales. He was the former national sales manager.

HEALTH CARE

Dr. Richard T. Holden was appointed chairman of the Chesapeake Hospital Authority. He succeeds Bradford M. Casas. Dr. Prudencio Mendez Jr. was named vice chairman. Holden is an orthopedic surgeon on the medical staff of the hospital and Mendez is an ear, nose and throat specialist.

Dr. George Robert Claypool McGuire, a retired orthodontist, and William R. Van Buren III, a member of the law firm of Kaufman & Canoles, were appointed to the Medical College of Hampton Roads board of visitors, the governing body of Eastern Virginia Medical School. They succeed Wenifred O. ``Wink'' Pearce and Madeline H. Sly, who have served since June 1993.

Dr. Frank Lombardozzi has opened Kempsville Chiropractic in Virginia Beach. Prior to opening his own practice, he worked in Richmond and Springfield, Mass. He is a graduate of the Palmer College of Chiropractic.

HOSPITALITY

Teri Wiley was promoted to director of sales at the Virginia Beach Resort Hotel & Conference Center. In her new position, she will direct sales and catering and will also oversee advertising and marketing activities. She was previously assistant director of sales.

LAW

Beverly A. Rebar and Chelsea Anderson Helme were named associates at Shuttleworth, Ruloff & Giordano in Virginia Beach. Rebar will concentrate in business and commercial litigation as well as criminal defense. She is a graduate of the Marshall-Wythe School of Law at the College of William and Mary. Helme's practice will include business law, taxation, immigration and estate planning matters. She is a graduate of the California Western School of Law.

STOCK BROKERAGE

Mark DeSalvo was named associate vice president, investments at Dean Witter Reynolds in Virginia Beach. He was previously an account executive at the company.

ORGANIZATIONS

The Virginia Beach Circuit Court appointed Melvin M. Spence to the Chesapeake Bay Bridge and Tunnel Commission. Spence is an architect and a former member of the Virginia General Assembly.

The Hampton Roads Treasury Management Association appointed Chesapeake City Treasurer Barbara Carraway as president for 1996-1997. Keith Sheffler, investment analyst for the City of Chesapeake; Horace L. Allen III, senior vice president of Crestar Bank, and Gloria M. Daout, senior vice president of NationsBank, were named vice presidents.

TECHNOLOGY

Robert L. Baxter Jr. was promoted to director, training technology group of Remtech Services in Newport News. He will manage technology-delivered courseware and electronic performance support system development projects for government and commercial clients. He was senior educational technologist.

WHOLESALE

Frank Harrell was named district sales manager at Lankford-Sysco Food Services Inc. for the Virginia Beach area. He joined the company in 1991 as a marketing associate. Lankford-Sysco covers the Mid-Atlantic states with a service area from New York to South Carolina. MEMO: Career Track reports executive and management changes.
