PUBLIC HEARING

Public hearing on the application of the city Planning Commission, by Shurl R. Montgomery, acting executive secretary, to amend the Bayview Neighborhood Plan as contained in the General Plan Norfolk, 1992, as amended.

Public hearing on the application of Curtis Wray to close a portion of a 10-foot lane from the northern line of Inlet Point Road to its terminus.

CONSENT AGENDA

Letter from the city manager advising, in accordance with Chapter 33.1-40 of Norfolk City Code, of sole source procurement for maintenance for computer software installed for the Library Automation Project.

Recommended action: receive and file.

Letter from the city manager transmitting financial statements as of Aug. 31, 1996, for the first two months of the fiscal year.

Recommended action: receive and file.

Letter from the city manager presenting recommendation of the city Planning Commission on an application by GTE Mobilnet to erect a cellular communications tower at 1384 Kempsville Road.

Recommended action: approve for ordinance.

REGULAR AGENDA

An ordinance authorizing the conveyance of Lot 49 and the adjoining half of Lot 50, Plat of Lindenwood, to Norfolk Redevelopment and Housing Authority.

An ordinance approving the acquisition of a utility easement from Cornerstone Baptist Church.

An ordinance authorizing the acquisition by condemnation of land situated in Isle of Wight County, Va., belonging to Robert W. Hummel Jr., and Ina C. Hummel, and authorizing the expenditure of the sum of $7,700 to acquire the same.

An ordinance authorizing the acquisition by condemnation of land situated in Isle of Wight County belonging to Thomas P. Beale Jr. and Bertha J. Beale and authorizing the expenditure of the sum of $3,300 to acquire the same.

An ordinance authorizing the acquisition by condemnation of land situated in Isle of Wight County, belonging to Robert Orin Matthews and Dorothy E. Matthews and authorizing the expenditure of $12,904 to acquire the same.

An ordinance to amend and reordain Chapter 25 of the Norfolk City Code, 1979, by repealing Subsection 107.5 of section 25-653, and by repealing subsection 218.7 of section 25-654, and by adding three new subsections numbered section 25-654 (161.5), (197.1.1) and (218.51) under 25-654 so as to change various traffic controls.

An ordinance appropriating $372,905.08 to the Norfolk Community Services Board for early intervention services for infants, toddlers and families.

An ordinance amending the contributions by Norfolk Interagency Consortium Members toward local matching funds authorized to be expended in support of FY-96 Comprehensive Services Act for At-Risk Youth and Families Funds Pool as adopted in ordinance 38,383 on May 21, 1996.

An ordinance approving applications to the Virginia Department of Health, Office of Emergency Medical Services, for three grants totaling $12,465.60; appropriating that amount, if and when it is made available; and authorizing the expenditure of matching funds totaling $12,465.60.

An ordinance authorizing the employment of two people in Special Project Status, as part of the downsizing and Employee Retention and Training Program, deleting and creating positions in various departments, providing funds for the payment of salaries, and amending the July 1, 1996, General Compensation Plan.
