MANTEO
GETAWAY DRIVER SENTENCED: Billie Terwilliger, 21, of Manteo, was sentenced Friday to up to 2 1/2 years in prison for driving the getaway car after her companions robbed an Outer Banks convenience store.
Terwilliger pleaded guilty in Dare County Superior Court to conspiracy to commit armed robbery - a felony.
She drove the vehicle for passengers Sharon A. Farrow and James A. Harris who pleaded guilty in May to armed robbery and breaking and entering. They robbed the 7-11 store at Whalebone Junction in Nags Head on Jan. 30. Each of the two robbers was sentenced to up to five years and 10 months behind bars, Assistant District Attorney Robert Trivette said.
DARE COUNTY
FLOOD INSURANCE RATES GOING DOWN: Flood insurance rates on property in unincorporated Dare County will be slashed 10 percent, starting Oct. 1, the Dare County Planning Department announced Friday.
The discount stemmed from the county's participation in the Community Rating System, an incentive-driven program sponsored by the Federal Emergency Management Agency.
Local governments are awarded discounts based on the number of certification points received for flood-mitigation activities ranging from construction techniques to public awareness campaigns.
Dare County has participated in the program since its inception in 1990.
According to recent FEMA figures, 6,835 flood insurance policies have been issued for properties in Hatteras Island, Duck, Colington, the mainland and portions of Roanoke Island. ``While policy holders will not receive actual rebate checks from their insurance companies, they should notice a decrease in their flood insurance premiums on the next renewal statement they receive,'' said Elmer Midgett, chairman of Dare County's planning department.
KILL DEVIL HILLS
ROAD'S NAME CHANGED: East Ocean Acres Drive is now Neptune Drive, thanks to the imagination of a First Flight Elementary School second-grader.
Elliot Eubank of Kill Devil Hills submitted the name in a contest held among students at First Flight Elementary and middle schools. Eubank was honored at Wednesday's meeting of the town's Board of Commissioners.
After a brief agenda, the commissioners met with municipal department heads to review future goals. Those goals include promoting family values, fostering civic pride by enhancing the natural beauty of the town, practicing fiscal responsibility, protecting natural resources and improving perceptions of the town.
``I'm really pleased with our department heads and the town manager,'' said Commissioner Jimmy Dean Hanks. ``I think they're doing a good job in trying to implement goals we set when we took office.''
VIETNAM VET TO SPEAK: Clebe McClary, a much-decorated Vietnam veteran, will share his testimony at 10 a.m. today at a Men's Fellowship Rally at First Flight Middle School. Admission is free. by CNB
