Ever since I moved to Virginia in 1979, the issue of in-state tuition for the military has been a perennial topic. I suggest the following compromise: Grant in-state tuition to all military and their dependents provided they (1) pay income taxes in Virginia or (2) pay income taxes in the state where they have established official residence. I believe this would exclude residents of Alaska, Florida, Nevada, South Dakota, Texas, Wyoming and Washington.
As you drive the streets of Hampton Roads, ever notice how many cars are registered in Florida and Texas? Most are likely not native Floridians or Texans but military members looking for a legal way to avoid state taxes.
