Colonel Ian M. Shipley Jr., 55, chief of police of the City of Chesapeake, who resided in the 700 block of Cardover Ave., died Sunday, Oct. 6, 1996, in a Chesapeake hospital.

Col. Shipley was born in Boston, Mass., and was the son of the late James and Harriett Dunn Shipley O'Neal. He had served as the chief of police for the City of Chesapeake since May 1, 1990, and had been a member of the Chesapeake Police Department since Dec. 1, 1964. Col. Shipley was an avid golfer and jogger and was presently serving as chairman of the Board of Greenbrier Country Club. Col. Shipley served in the U.S. Army from 1960 to 1964 and was currently serving in the Coast Guard Reserve.

Col. Shipley's professional organizations include: FBI National Academy Associates, 1994 president; International Association of Chiefs of Police; Virginia Association of Chiefs of Police; National Association of Chiefs of Police, national first vice president 1986-1990, Virginia State president 1977-1980; Fraternal Order of Police, president 1970; Police Association of Virginia, board of directors 1975-1993, president 1982; Virginia State Crime clinic, Tidewater Chapter, president 1978; and Chesapeake Better Business Man's Club, president 1985-1986.

Masonic affiliations include membership in his mother lodge, Great Bridge Lodge (NU)257, where he was past master, Berkley Lodge No. 167, Ivanhoe Lodge No. 235, Virginia Research Lodge No. 1777, Civil War Lodge of Research No. 1865, Lodge of Research of Ireland, past district deputy grand master of the 36th Masonic District, Great Bridge Royal Arch Chapter No. 82, Grice Commandery No. 16 Knights Templar, Portsmouth Scottish Rite, 32 Degree KCCH, Khedive Temple Shrine, Allied Masonic Degrees, St. Thomas Conclave Red Cross of Constantine and many other masonic related organizations. He was serving as grand senior warden of the Grand Masonic Lodge of Virginia at the time of his passing.

Survivors include his wife of 33 years, Dixie Hicks Shipley; his sons and their wives, James H. and Linda Shipley and John M. and Kareena Shipley, all of Chesapeake; three sisters, Dotty Hase of Chesapeake, Peggy Grant and Kathy Williams, both of Los Angeles, Calif.; two brothers, Bruce G. Shipley of Myrtle Beach, S.C., Alan Shipley of Los Angeles; and stepmother, Ronnie Shipley of Los Angeles.

A graveside service will be held at 2 p.m. Friday in Chesapeake Memorial Gardens by the Rev. Dave L. Libengood. Police honors and Masonic rites by the Grand Lodge of Virginia will be accorded at the service. The family will receive friends from 6 to 10 p.m. today in Oman Funeral Home, Great Bridge.
