The City Council took the following action at its public hearing Monday: PROPOSAL (Clemons, Martin and Pitts absent) Highlands Neighborhood - Use permit application of Michael A. O'Conner and Melvin Holland to operate a restaurant and lounge in the 4500-4600 block of George Washington Highway. Denied, 4-0

Olde Towne Neighborhood - Use permit application of Anthony J. Dalla Villa tooperate a bed and breakfast at 370 Court St. Approved, 4-0

Downtown Neighborhood - Request by Aluminum Recycling Corp. for a use permit to operate a reverse recycling machine at 1136 London Blvd. Denied, 3-1

(Robinett opposed to denial.)Hodges Manor Neighborhood - Use permit application of Girls, Inc., Center for Youths of Hampton Roads to modify a condition to operate a youth center at 5815, 5851 and 5901 Portsmouth Blvd. Approved, 4-0

Prentis Park/Brighton Neighborhood - Use permit application of First Corrections Corp. to operate a juvenile corrections center at 1801 Portsmouth Blvd. Approved, 4-0

The City Council took the following action at its meeting Tuesday:

Pitts and Clemons absent). Public Hearings Joint with Portsmouth Redevelopment and Housing Authority to consider the proposed Planned Amendment number 27 to the Crawford Plan and number 3 to the Hattonsville Plan.

Joint with Portsmouth Redevelopment and Housing Authority to obtain citizens'views and comments on the Proposed 1997 Community Development Action Plan for the city.

Consideration of the fees for Business, Professional and Occupational Licenses (BPOL) tax for receipts up to $100,000.

City Manager's Report

Ordinance to appropriate $190,000 from the Capital Improvements Fund for the removal and installation of petroleum underground storage tanks at city facilities as required by federal regulations. Approved, 5-0

Motion to award the removal contract to Goode Omega, Inc. Approved, 5-0

Ordinance dissolving the Cable Television Commission. Changes in federal lawshave virtually eliminated rate regulation, and vestiges of regulation will disappear by 1999. These changes have left the Cable Television Commission with few duties. Approved, 5-0

Motion to transfer $30,000 from the Grants Contingency Account for the Hazardous Materials Program.

The Department of Emergency Services Hazardous Materials Grant provides funds to purchase equipment and supplies necessary to handle a Level III Hazardous Materials Incident in Southside Hampton Roads. The Portsmouth Fire Department is the lead agency in this regional effort. Approved, 5-0 by CNB
