I have obtained a copy of the Sample Ballot for the citizens of Virginia Beach, and I am annoyed and mystified at the wording of the five proposed constitutional amendments. Also, the add-on which reads: ``Is there a need for the redevelopment and housing authority to be activated in the City of Virginia Beach? Yes or No?'' I venture to say that not one in 1,000 people in this city will know how to vote, and most will ignore it.
As for the rest of the ballot, never mind that Ross Perot and the Virginia Reform Party are listed first; I can live with that. But the wording of the five amendments is for the most part impossible. In the 20 seconds most of us have in the voting booth, it is indefensible for the General Assembly not to clarify these issues so that most well-meaning citizens can make a reasoned, sensible judgment.
