Otis William Lay, 46, died Wednesday, Oct. 23, 1996, in a Chesapeake hospital.
Mr. Lay was born in Norfolk and was the son of Shirley Powell of Norfolk and the late Clarence Lay. He was employed by Ron Stevens' Clearing and Grading.
Other survivors include his wife, Lisa Jewell Lay; and two sisters, Joyce Rose and Dorothy Rager, both of Norfolk.
The family will receive friends at Oman Funeral Home, Great Bridge, on Saturday from 1 to 3 p.m.
