A 37-year-old man was arrested early Wednesday in Windsor and brought back to Portsmouth on charges that he shot and killed Phillip Bell, 18, on Sunday.

A Portsmouth tactical response team assisted by Windsor police arrested Michael Edward King just before 1 a.m., police said.

King, of the 800 block of DeKalb Ave. in Portsmouth, was being held in the city jail without bond Wednesday night. He is charged with murder, attempted murder, using a gun while committing a felony and possession of a gun by a convicted felon.

Bell, who lived in the London Oaks apartment complex in the Mount Hermon neighborhood, was shot about 5:40 p.m. Sunday near the intersection of Broad Street and London Boulevard near his home. Bell and some friends were walking in the 1000 block of Broad Street when a pickup truck drove by.

Details of what happened remain sketchy, but police said there was an exchange of words between the driver and the group. The shots followed.

Bell, a junior at Churchland High, was scheduled to begin a three-year Army stint in July.
