Gov. George F. Allen has narrowed the field of candidates seeking a judgeship on Norfolk Circuit Court to four: Junius P. Fulton III, Carter B.S. Furr, Joseph P. Massey and R. Wayne Nunnally. Allen is expected to name the new judge Friday.
The seat came open last month when Judge Luther C. Edmonds resigned. Circuit judges usually are appointed by the General Assembly, but the governor can make the appointment if a seat comes open between legislative sessions.
The Norfolk and Portsmouth Bar Association has endorsed Massey as ``highly qualified'' and has endorsed Furr as ``qualified.'' The association did not evaluate Fulton or Nunnally.
Fulton has been endorsed by the South Hampton Roads Bar Association, a black lawyers group. Also, the Virginia Women Attorneys Association has rated Furr as ``qualified.''
Whoever Allen appoints will have to be evaluated again in January or February, when the General Assembly will make a permanent appointment.
