NEW ATTORNEY

William H. Morgan Jr., 37, has replaced John ``Skipper'' Hall as the city attorney.

Morgan has his own law practice in Elizabeth City and lives in Camden with his wife and their child.

As city attorney, Morgan serves as legal counsel to City Council and to the city's administrative offices at $80 per hour. He will attend council meetings and provide legal advice on drafted ordinances.

Hall, 62, retired Sept. 30 for health reasons, he said Monday. He served as city attorney for six years. by CNB
