60-LOT DEVELOPMENT WINS MANTEO BOARD'S UNANIMOUS APPROVAL

The Manteo Board of Commissioners Thursday night unanimously approved a subdivision plan for Roanoke Village, a new 60-lot development. Commissioners also approved annexation of the subdivision into the town's limits.

The planned single-family development will be located on an 8-acre site along Ananias Dare Street.

The board's approval and the annexation are not without conditions.

Under a draft agreement submitted by the town, Edwinco, the developers, will be responsible for all costs associated with the construction of a water and sewer collection, distribution and transmission system. And it must install a water main, service tap and fire hydrants in keeping with state standards. All water and sewer systems must be designed by a state-certified engineer, and subject to approval by the town engineer.

After the system is complete, ownership would be turned over to the town, along with a two-year warranty for collection and transmission lines.

The town will receive $172,800 from the developers, and are entitled to collect water and sewer connection fees.

And, all roads in the subdivision will be built to North Carolina Department of Transportation standards. Unless those conditions are met, the annexation will not be granted.

The town's planning board established additional conditions, including house-to-house garbage collection within the subdivision. It also wants a letter from NCDOT outlining traffic and safety concerns.

Town officials were not alone in worrying about those issues. Christian Zdanski, who owns property near the proposed development, raised concerns about how the subdivision would deal with storm water drainage, conformity of homes and common areas like playgrounds, tennis courts and mini-parks.

``We're not opposed to a residential development,'' Zdanski said. ``I do have some concerns about density of the development, storm water runoff and traffic safety.''

In addition to the annexation requirements, before homesites can be sold, a storm water drainage system must also be designed and approved by the town.

In a related issue, the town approved changing the zoning designation on the subdivision from commercial to residential.

``It's just another protection to keep it from being developed into something we don't want later on,'' said Commissioner Curtis Creech.

In the proposed development, a 35-foot buffer is required between the subdivision and neighboring homes. However, a Feb. 5 public hearing is set to do away with the buffer requirement in single-family developments all over Manteo. The zoning change, however, will not alter the Roanoke Village buffer requirement.

In other action the commission:

Appointed Town Planner Fred Featherstone to serve on a county-wide panel established to study the issue of adult-oriented businesses. Municipalities in the county are grappling with the issue of how to regulate sexually oriented establishments. Featherstone was also honored for receiving certification in planning practice in North Carolina.

Honored Town Clerk Shannon Twiddy, who was recently appointed to the 20-member Federal Insurance Administration's Community Rating Task Force. Twiddy also recently completed requirements for designation as a certified municipal clerk by the North Carolina Institute of Government.

Praised Acting Police Chief Sam Ball, who recently received his advanced law enforcement certification.
