OPPOSED TO CHANGES

I am concerned about several proposals currently being considered by the Southeastern Public Service Authority. These proposals seek to achieve a monopoly for SPSA regarding the delivery of waste services in Hampton Roads. If SPSA is successful, all businesses and consumers will be paying more.

I also am opposed to a new fee being studied by SPSA. This is simply a tax, which would be imposed on citizens and private industry to cover SPSA's costs of operation and service its debt. Businesses would be forced to pay this tax whether they use SPSA services or not.

SPSA has many advantages when it competes with the private sector. Unlike the private sector, SPSA pays no taxes and can borrow money at a lower rate than the private sector. It does not need these anti-competitive proposals.
