Frances North Waters, 78, of the 500 block of Timothy Ave. died Jan. 15, 1997, in her residence.
Fran was born Dec. 7, 1918, the daughter of the late Rhys Harrower North and Carrey Beatty Arnold North. Her stepmother was Catharine Fish North. She was the wife of the late John Nelson Waters.
Fran was a retired library assistant at Old Dominion University and a former campaign coordinator for the American Cancer Society in Portsmouth. After retirement, Fran was active in her neighborhood civic league. Most recently, she had petitioned and had street lights erected on Timothy Avenue.
Survivors include her brother, Jacob A. North of Pittsburgh; two sons, William R. Waters of New Berlin, N.Y., and Stephen K. Waters of Portsmouth; two grandchildren, John F. Waters of Dover, Del., and Stephanie L. Waters of Virginia Beach; three great-grandchildren, Emily, Jacob and Daniel Waters.
A memorial service will be conducted at 3:30 p.m. Sunday in the chapel of Hollomon-Brown Funeral Home, Tidewater Drive, Norfolk. The family will remain there to receive friends following the service. In lieu of flowers, please make memorial contributions to the American Cancer Society.
