Having known and worked with Congressman L. F. Payne as the developer of the Wintergreen Resort in Nelson County, I take great umbrage at the suggestion that Congressman Payne's character is called into question because of the Lake Gaston pipeline (editorial, Jan. 9). L. F. Payne is known throughout Virginia as a man of unquestioned integrity and character.
``Flip-flopping,'' as you suggest, is an unfair characterization of L. F. Payne and the Lake Gaston issue. He has been a passionate advocate for the people of Southside Virginia as their representative in Congress. He will, of course, represent the views of the entire state as Virginia's lieutenant governor. We are fortunate to have a man of his character as a candidate for this office.
Having known L. F. Payne for more than two decades, I fully expect he will be just as effective as lieutenant governor for all the people of Virginia as he was as the congressman representing the people of the 5th District.
