Richard ``Mop'' E. Phelps, 53, son of the late Joseph Clyde Phelps and Sally Annie ``Lawrence'' Phelps, died Saturday, Jan. 18, 1997, in a local hospital.
A native of Portsmouth, he was a Vietnam War Air Force veteran. Mr. Phelps was the retired president of the Portsmouth Trackers, M.C.; retired vice president of the Desolation Row, M.C.; and retired president of the Virginia Beach Chapter of the Renegades, M.C.
Survivors include his wife, Deborah ``Glo'' Coakley Phelps; two brothers, Joseph Thomas Phelps and Lewis Lyon Phelps; and several nieces.
A chapel service will be conducted at 2 p.m. Thursday at H.D. Oliver Funeral Apartments, Laskin Road Chapel by Looser. The family will receive friends tonight from 7 to 9 at the funeral home. ILLUSTRATION: Photo
