The Chesapeake City Council met Tuesday and took the following actions, based on a report from the Office of the City Clerk. Proposal
Request by Robert McDonald for a use permit to operate a borrow pit on a 198 acres located on Saint Brides Road and South Battlefield Boulevard. Denied, 7-2.Parker and Ward voted no to deny.
Request by Nina Troyer for a zoning reclassification of property at 568 Kempsville Road from Single-family Residential District to Office & Institutional District. Approved, 5-4 with proffers. Butt, Krasnoff, Newman and Thornton voted no.
Request by W. Joe Warrent for a rezoning of property at 800 and 808 Old George Washington Highway from commercial land use to assembly land use to ensure that a church will be allowed on the site in the future. Approved, 9-0 with proffer.
Request by Lydia J. Johnson to revise an existing use permit for a convenience store with motor vehicle repair supply to include an automated car wash and restaurant at 3591 S. Military Highway. Approved, 9-0 with stipulations.
Request by Blessed Angels Pediatric Care Foundation and Hoggard and Eure Associate for a use permit to operate a child care center at 362 N. George Washington Highway. Approved, 9-0 with stipulations.
Request by William C. Gerwitz for a use permit for a restaurant with drive- through service on North Battlefield Boulevard. Approved, 8-1. Krasnoff abstained.
Request by Mark and Cynthia Urben for a use permit to operate a go-cart, roadway track in conjunction with the existing outdoor recreational facility. Voted,9-0 to continue the request to Feb. 18 meeting.
Request by James R. Bradford for a rezoning reclassification of property at Dominion Boulevard and Cedar Road to Agricultural and General Business districts. Voted 8-0 to continue the request to Feb. 18 meeting. Krasnoff was out of chamber.
Request by James R. Bradford for a use permit to construct and operate a 36-hole ``links'' type golf course and and an 18-hole ``par 3'' golf course at the corner of Dominion Boulevard and Cedar Road. Voted 9-0 to continue to Feb. 18 meeting.

An ordinance to require that notice be posted for special exceptions as to fence height in residential, business, office and institutional and assembly zoning districts. Approved, 9-0.

Resolution approving the issuance of bonds by the Chesapeake Redevelopment and Housing Authority in favor of Tidewater House. Approved, 9-0.
Resolution finding that a no wake zone is necessary and appropriate in a certain area of the Western Branch of the Elizabeth River and authorizing the city manager to apply to the Virginia Board of Game and Inland Fisheries for designation of such a no wake zone.
