H. Wayne Richard, 47, of the 500 block of Waterwheel Road died Friday, Jan. 24, 1997, in Chesapeake.
Mr. Richard was born in Norfolk and was the son of the late Philip E. Richard and Lois Hall Richard White.
Mr. Richard was a partner and vice president with Municipal Advisers Inc., Virginia Beach. He had also been employed with the City of Chesapeake for 20 years, last serving as assistant city manager.
Mr. Richard graduated from the College of William and Mary, where he was a member of the Kappa Sigma Fraternity and received his master's degree in public administration from Old Dominion University. He participated in many civic and professional activities.
Survivors include his wife, Betty Sue Allen Richard; brother, P. Douglas Richard and his nephew, Philip E. Richard, all of Chesapeake.
A graveside service will be conducted at 11 a.m. Tuesday, Jan. 28, 1997, in Chesapeake Memorial Gardens by Vernon C. Grimes. Viewing will begin on Monday with the family receiving friends in Oman Funeral Home, Great Bridge, from 7 to 8:30 p.m. Memorial donations may be made to the Salvation Army or the Chesapeake Humane Society.
