Cecil Louis Mercer, 78, of the 300 block of Sparrow Road, died Saturday morning at his residence.
Mr. Mercer was born in Norfolk and was the son of the late John Walter and Maggie Lee Mercer. He retired as a marine engineer with the Norfolk Naval Shipyard after 33 years of service. Mr. Mercer had also retired after 12 years of service as the ombudsman with the Public Works Department of the City of Chesapeake. He was a Navy veteran of World War II. He had served as chairman of both the Norfolk County and Chesapeake planning commissions.
He was a member of Oaklette United Methodist Church, where he served as trustee and a member of the administrative board. He was also active with the United Methodist Men. Among his many community activities, he served as a volunteer with the Meals-on-Wheels program.
Survivors include his wife, Lillian W. Mercer of Chesapeake; daughter, Jo Ann Mercer of Virginia Beach; his son and daughter-in-law, the Rev. Thomas L. Sr. and Susan Mercer, also of Chesapeake; his three grandchildren, Thomas Lee Mercer Jr., Christa JoAnn Mercer and Luke Owen Mercer, all of Chesapeake.
A funeral service will be conducted at 11 a.m. Monday, Jan. 27, 1997, in Oaklette United Methodist Church, Chesapeake, by the Rev. Sebert Rorrer. Burial will follow in Magnolia Cemetery, Norfolk. The family will receive friends in Oman Funeral Home, Great Bridge, from 2 to 4 p.m. today and other times at 302 Sparrow Road, Chesapeake.
In lieu of flowers, the family requests memorial donations be made to the Oaklette United Methodist Church, 520 Oaklette Drive, Chesapeake, or to a charity of one's choice.
