* 2.8 percent pay increase for uniformed personnel and civilian

employees of the Defense Department.

* 11,000 uniformed positions in the Navy and 10,000 in the Air

Force to be eliminated during 1998. Geographic location of cuts

undetermined.

* Fleet to shrink by eight ships, from 354 to 346; additional cut

of 11 ships projected for 1999.

* $2.6 billion for construction of the first of a series of new

attack submarines to be built by Newport News Shipbuilding and

Electric Boat of Groton, Conn.

* $18 million for research and development for CVN-77 aircraft

carrier, scheduled for construction at Newport News Shipbuilding

beginning in 2002.

* $185 million for research and development for a new class of

aircraft carriers to follow CVN-77.

* $2.8 billion for purchase of three additional Arleigh Burke

class destroyers.

* $2.2 billion for purchase of an additional 20 F/A-18 ``Super

Hornet'' fighter jets for the Navy.

* $2.1 billion for continued development of the F-22 stealth

fighter for the Air Force.

* $103 million for continued development of the ``arsenal ship,''

a new class of warship with 500 or more missile tubes.
