CARRIER STENNIS OPEN HOUSE: The carrier John C. Stennis will be open for public visits at Pier 12 of the Norfolk Naval Station from 10 a.m. to 4 p.m. Monday - a federal holiday in observance of Presidents' Day. Tours will be conducted on the hour. Visitors should enter through Gate 2 at the north end of Hampton Boulevard.

WEEKEND SHIP VISITS: Two Navy ships will be open to tourists between 1 and 4:30 p.m. Saturday and Sunday. Visitors should enter through Gate 2 of the Norfolk Naval Station to tour the guided missile frigate Samuel B. Roberts, and through Gate 1 of the Little Creek Naval Amphibious Base to visit the dock landing ship Carter Hall.

LANGLEY TOUR: In honor of the Air Force's 50th anniversary and the 80th anniversary of flight operations at Langley Air Force Base in Hampton, the 1st Fighter Wing will host a free hour-long history tour of the base at 2 p.m. Feb. 28. Guests will leave Airpower Park on Mercury Boulevard and make two stops - the B-52 Park and Memorial Park. To register, contact the Public Affairs Office at 764-2018.

FORT STORY SOLDIERS HONORED: Specialist Jose V. Silva, a cargo specialist with the 159th Transportation Detachment, 11th Transportation Battalion, was named Fort Story's soldier of the year for 1996. Staff Sgt. Anthony M. Pierri, a military policeman with Fort Story's MP Detachment, has been named non-commissioned officer of the Year.

8TH AIR FORCE MEETING: Retired Navy Adm. Marrtin D. Carmody, a carrier-based pilot and veteran of three wars, will address the Virginia Peninsula Wing of the 8th Air Force Historical Society at 11:30 a.m. Tuesday at the Langley Air Force Base Officers Club. Reservations should be made by Friday by calling Edward C. Ewen at 565-2625.

TWO COMMISSARIES OPEN ON HOLIDAY: Little Creek and Oceana commissaries will be open on Monday, President's Day, despite past practices. Both open at 9 a.m. with Little Creek closing at 7 p.m. and Oceana at 8 p.m. The service is in keeping with the Defense Commissary Agency's efforts to keep at least two area commissaries open each day of the week.

BLACK HERITAGE OBSERVANCE: Don Roberts, a news anchor at WAVY-TV, Channel 10, will be program narrator for the Continental Army Concert Band's African-American Heritage celebration performance at Fort Monroe, beginning at 9:30 a.m. Feb. 20 at the Post Theater and again on Feb. 21 at 9:30 a.m. at the post's Jacobs Theater. The Norfolk Navy Family Services Center will offer an Overseas Transfer Workshop from 8 a.m. to 3:30 p.m. Tuesday in Bldg. U-93, Enola Gay Room. To register, call 444-2102.

Naval Security Group Activity North West's Family Services Center in Chesapeake will hold a personal communications skills workshop, to improve methods on how to make your points heard, from 11:30 a.m. to 1:30 p.m. on Thursdays through Feb. 27.

Oceana's and Dam Neck's Family Services Centers offer a parent/child playgroup from 10 to 11:30 a.m. each Wednesday at Oceana Community Center. To register, call 433-2055. Yorktown Naval Weapons Station offers the same program at the same time every Thursday. To register for that program, call 887-4606.

Little Creek's Family Services Center holds a income tax assistance program Monday and Wednesday evenings by appointment, and on Saturday, from 9 a.m. to noon for walk-ins. Call 464-8101 for more information, or an appointment. CHANGE OF COMMAND

Cmdr. Kurt W. Tidd relieves Cmdr. Richard T. Holdcroft as commanding officer of the destroyer Arthur W. Radford. Holdcroft, who served for two years as commanding officer, becomes Surface Operations Officer for Cruiser Destroyer Group Two. Tidd previously served with the Chief of Naval Operations Executive Panel.
