Dr. Tommy L. Bogger will discuss his new work, ``Free Blacks in Norfolk, Virginia 1790-1860: The Darker Side of Freedom,'' at 3 p.m. Sunday in Norfolk State University's Scott-Dozier dining hall.
Bogger is dean of library services and special collections and archivist for the school's collection in the Lyman Beecher Brooks Library.
The event, part of the school's celebration of Black History Month, is free and open to the public.
