MID-ATLANTIC ATTRACTS RETIREES: When it comes to choosing a place to retire, the Mid-Atlantic region may be hotter than Arizona and Florida. While Florida and Arizon top the list of states netting more age 60-plus migrants, North Carolina ranks third, South Carolina sixth and Virginia 15th. While Florida and Arizona are still the top retirement destinations, their share of the total market has fallen. Retirees say the Mid-Atlantic has good climate and is less congested and has a lower cost of living than traditional retirement areas. Of the 183 communites ranked in ``Retirement Places Rated,'' 29 are in the Mid-Atlantic. ``Retirees fall in love with breathtaking mountains, rolling hills, coastal plains and quiet towns, often near universities,'' writes Betty Joyce Nash, of Cross Sections, a regional business magazine produced by the Federal Reserve Bank of Richmond. The agreement - which set fees and other terms of exchanging phone traffic - is part of a lengthy process of breaking up the local-phone monopolies now enjoyed by Bell Atlantic, GTE Corp. and other local providers. Cox, which currently provides limited phone services to Hampton Roads businesses, has said it plans to offer full local-exchange services to some business customers this year. It has said it doesn't expect to use its cable-TV system to offer phone services to residences in Hampton Roads until 1998 at the earliest.
