WAITING AT THE LAST MINUTE

The deadline for displaying a 1997 decal was midnight Tuesday in Norfolk, Suffolk and Virginia Beach. The deadline was Saturday in Chesapeake and Portsmouth. Owners of vehicles without new decals will be fined. ILLUSTRATION: Color photos
