HAROLD C. HOY

Harold ``Hap'' C. Hoy, 73, died Feb. 22, 1997, in his home.

A native of Franklin County, he was the son of the late Rev. Ira D. Hoy and Maude Cummings Hoy. Mr. Hoy began his career in the general office of Norfolk & Western in Roanoke where he worked for one year prior to World War II. In 1943 he was drafted into the Army Air Corps, where he served three years as a pilot. He was later recalled to active duty in the Air Force, flying photo reconnaissance in Korea in 1951 and completing 100 missions. He remained active in the Air Force Reserve until 1972, and retired from the Air Force Reserve in 1983.

His career in contracting began in 1946 when he joined his uncle, L.J. Hoy, and became president in 1970 when his uncle, the company founder, retired. He founded and was the owner of Hoy Construction in Norfolk for over 50 years, where he was the past president and the active CEO and chairman. Hoy Construction Company has constructed over 300 churches and religious related facilities.

An outstanding businessman and leader, Hap Hoy was also a tireless volunteer and civic leader in Hampton Roads community. He was serving on the Senior Advisory board of First Virginia Bank of Tidewater, Junior Achievement of Hampton Roads, State Advisory Board of Liberty Mutual Insurance Company, Virginia-Tech Athletic Fund, the CANDII Program (Children's Aids Network Designed for Interfaith Involvement), and was past President of the Tidewater Council-Boy Scouts of America from 1994-1995 for a second term. He was a lifetime member of the Air Force Association and member of the Retired Officer's Association. In addition, he was a former President of the Tidewater Builder's and Contractor's Exchange, member and past President of the Norfolk Cosmopolitan Club, member and former Director of the Norfolk Sports Club, former board member of The Virginia Symphony, former Director of the Virginia Foundation for Architecture, former Director of the Virginia Beach Rescue Squad Foundation, member and former Director of Cavalier Golf and Yacht Club, member of the Princess Anne Country Club, Norfolk Yacht and Country Club, Kingsmill Golf Club and the Harbor Club, Founding member of the Bayville Golf Club. In 1995 Mr. Hoy received the Distinguished Service Medal awarded by the Cosmopolitan Club of Norfolk and Norfolk's First Citizen for 1995. Mr. Hoy was a Deacon and a member of First Baptist Church of Norfolk.

Survivors include his wife, Nancy Clark Hoy; his daughter, Linda H. Lowrance and her husband, Jan P. Lowrance of Virginia Beach; his three sisters, Doris Kinzie of Salem, Va., Kathryn Metcalf and Helen Johnson both of Roanoke, Va.; his two brothers, Earl Hoy of Calloway, Va., and Jesse Hoy of Marianna, Fla.; and two granddaughters, Whitney and Aubrey both of Virginia Beach.

A church service will be conducted 10:30 a.m. Tuesday, Feb. 25, 1997, at First Baptist Church of Norfolk by Dr. Robert Reccord and Dr. Kenneth Hemphill. The family will receive friends at the church following services. The family will receive friends Monday evening in the H.D. Oliver Funeral Apts. Laskin Road Chapel from 6:30 to 7:30.
