Governor George Allen has spared the life of a Virginia Beach killer who was
scheduled to die at 9 tonight.
It's the first time Allen has intervened in an execution.
Ten have been carried out under his watch.
The Governor says he gave NO consideration to juror affadavits that they may
have wrongly convicted Joseph Patrick Payne in 1986.
Payne faced lethal injection for burning another inmate to death while
incarcerated for a prior murder.
The Governor says there's ample evidence of Payne's guilt -- but he commuted
Payne's sentence to life in prison.
A spokesman says Allen gave NO reason for sparing Payne's life.
Was the punishment too little, too late or too much, too soon?
Those are the questions Virginia Tech officials continue to wrestle with
after yesterday's indictments and suspensions of eight football players.

Up to one thousand women who trained at the facility are being interviewed
to determine if there are any additional victims.
Norfolk Southern hasn't shown the desire to take the bidding for Conrail to
a higher level.
But it sure has the ability.
In an interview this afternoon, N-S spokesman Bob Fort said N-S has more
than 15-BILLION dollars of written commitments from investors willing to back a
deal with Conrail.
Right now N-S's hostile bid is roughly nine-billion.
N-S rival C-S-X currently has a merger agreement inked with Conrail for a
good deal less money.
And before the deal goes through, it must be approved by Conrail
A month has passed since the Botetourt County bus drivers voiced displeasure
over their current wages.

At this point, it's unclear whether the pay scale glitch has caused a
significant impact on salaries.
Regardless, school board members say nothing can be done until the next
budget is approved.

A spectacular fire in Kentucky-
fueled by Bourbon.
The blaze began in a Warehouse at the Heaven Hill Distillary about 35 miles
south of Louisville.
It quickly swept through several buildings sending flames hundreds of feet
in the air.
More than 100 firefighters battled the blaze-
But the high wind did not help.
The family owned distillary produces several popular bourbons including
Evan Williams and others.
No one was hurt in the blaze- still no word on how it started.
The ex-husband of a Utah Congreswoman is going to prison-
A judge sentenced Joseph Waldholtz to three years in prison- for campiagn
finance fraud during his ex-wife's campaign.

Fieger then said the behavior was outrageous and made a veiled threat to the
County prosecutor Raymond Vote.

The case stems from the August death of Loretta Peabody- who suffered from
Students at Halifax County high school got an unexpected visit from nearly
40-local police officers today.
It was part of a surprise raid-- dubbed Operation November Touchdown.
Officers used metal detecters to search nearly 2-thousand students.
Dogs also sniffed out classrooms and lockers.
Officers found little evidence of drugs though.
A pocket knife and part of a marijuana cigarette were the only things
School officials and authorities believe assigning a deputy to patrol the
school has made a difference.

Officers also raided a nearby school for troubled students.
17-year old Greg Hamlett was the only student arrested.
Authorities found several pieces of aluminum foil in his pocket, which they
say contained a substance with the appearance of crack.
Virginia's Explore Park is losing its leader. Today, Rupert Cutler
announced he is going to work for another local group, the Western Virginia
Cutler joined the Explore staff in 1991, and became executive director
after the departure of Bern Ewert (YOO-ert).
He will stay on at Explore until officials can conduct a national search
and name his replacement.

He remembers his last visit to Roanoke when he suffered a temporary setback
as he climbed the ladder to success.

The deadline has passed for a Bedford County school to decide whether to
stick with its policy banning outside reading material from its classrooms.
At least three teachers at Montvale Elementary School have barred their
students from reading anything not found in the school library.
The move came after fifth-grader Jason Gardner had his copy of the "Limbaugh
Letter" taken from him in class in September.
Gardner also had a Rush Limbaugh book confiscated from him last spring.
Civil liberties attorneys from the Rutherford Institute have threatened to
sue the school unless the policy banning outside books was revoked.
The school let that deadline pass yesterday without responding.
It's attorney could "not" be reached for comment.
The Rutherford Institute had said it would pursue the lawsuit unless an
agreement could be reached.
"Braveheart" author Randall Wallace says his book was inspired by the movies
he used to see as a kid in his hometown of Lynchburg.
Wallace is back in the Hill City this week, visiting his alma mater E-C
Glass High School.
He'll discuss his Hollywood career with drama students tomorrow.
Wallace told reporters he was somewhat surprised that "Braveheart" was

Girls district roundball tournament action continued tonight in a number of
locations including Daleville where the Blue Ridge semi-finals were on tap.
