Gov. George Allen has appointed Thomas B. Hoover of New Kent County to fill a Circuit Court vacancy in the Ninth Judicial Circuit.

Hoover graduated magna cum laude from the University of Richmond. He also spent 13 years as the commonwealth's attorney in New Kent County.

Allen said he also considered Judge J.R. Zepkin of Williamsburg and Judge William H. Shaw III of Gloucester County.
