Hampton man killed when police cruiser hits his vehicle

A Hampton man was killed late Saturday night when a Norfolk police car, on an emergency call, hit his vehicle broadside after it pulled in front of the police car.

The accident happened about 11:44 p.m. in the 3900 block of East Little Creek Road near Redmon Road.

Witnesses told police that Mark Hackenberg, 37, pulled out of the parking lot of a Burger King restaurant without his headlights on. To make matters worse, the Chevrolet Monte Carlo he was driving was black.

``He left the parking lot with no lights on and pulled in front of the officer despite the officer having his (emergency) lights and siren on,'' said Larry Hill, a police spokesman.

The police car, heading west on Little Creek, struck the Monte Carlo broadside on the driver's side. The police officer, whose name was not released, was unhurt.

Riverview Civic league candidates hold forum

The Colonial Place/Riverview Civic League will hold a candidates' forum tonight at 7 p.m. at the Stuart School cafeteria.

Candidates for governor, attorney general, commissioner of the revenue and commonwealth's attorney have been invited. Many of the local candidates are expected to attend and state candidates are sending representatives.

Each candidate or representative will speak for five minutes and be available for conversation afterward. For more information, contact Robert E. Reardon at 627-5328. Woman found dead in Ocean View home

Police are investigating the death of a 73-year-old woman whose body was found in her Ocean View home Sunday morning.

Paramedics went to Mary D. Franklin's home in the 9400 block of Hickory St. at 11:18 a.m. on a report that she was having a diabetic attack. When they arrived, however, she was dead.

Larry Hill, a police spokesman, said the case is being investigated as a ``suspicious death.''

Franklin's body was sent to the State Medical Examiner's office for an examination to determine the cause of death.

Tailgate party

highlights regatta

The seventh annual Crawford Bay Crew Classic, a rowing regatta, is scheduled for April 26 on the Elizabeth River.

A tailgate party will be held between 10 a.m. and 5 p.m. at Portside. Tailgate spaces for each vehicle are $20 in advance and $30 on the day of the race. Deadline for advance registration is April 21. Mastercard, Visa and checks are accepted. Call Ports Events at 393-9933 or 1-800-296-9933 to reserve a tailgate space.

Tailgaters will be permitted to bring food and beverages while competing in friendly competitions.

Collegiate races begin at 10 a.m. and can be viewed from the Portsmouth Seawall.

Participating colleges include Catholic University of Washington, D.C., Mary Washington College of Fredericksburg, Old Dominion University, St. Mary's College of Maryland, Towson (Md.) State University, and William and Mary.

From noon to 2 p.m., there will be a high school rowing exhibition between Maury and Norfolk Collegiate, plus races among the Hampton Roads Rowing Club, Virginia Boat Club and Virginia Rowing Club.

VIRGINIA BEACH

City Council to hold workshop

This is your chance to speak up on how the city and school division spends your money.

The City Council will hold a budget workshop Tuesday and public hearing on the budget Thursday evening. The workshop, scheduled for 10 a.m. to noon in the City Manager's Conference Room at City Hall, will focus on the police, public works and public utilities departments. The hearing, at Princess Anne High School, will begin at 7 p.m. and will be televised live on VBTV, Channel 48.

The School Board also will hold a public hearing and meeting, scheduled for Sunday, to decide whether to ask the City Council to raise property tax rates to provide more money for the school district. That meeting will begin at 6 p.m. in the board room at district headquarters.

TUESDAY

Portsmouth - Virginia Gov. George F. Allen will speak at a special meeting of the Kiwanis Club of Portsmouth at 6:30 p.m. Tuesday at the Holiday Inn-Portsmouth Waterfront.

The club changed its meeting time, normally at midday Wednesday, to accommodate the governor's schedule. Members of other Kiwanis clubs have been invited to attend.

Williamsburg - Mark Warner, a Virginia telecommunications executive and candidate for the U.S. Senate in 1996, will give a free lecture Tuesday on ``Today's Challenges in Preparing for Tomorrow's World: Technology and Public Policy,'' 7 p.m. at the College of William and Mary.

VIRGINIA BEACH

Virginia Beach Master Gardeners are sponsoring a lawn care class at 7 p.m. Tuesday at the Central Library. The class will include a discussion of establishing and maintaining major grass species grown in southeast Virginia. A question session will follow. A donation of $5 is requested. Call 427-4769.

Virginia Beach - City Council member Louisa Strayhorn will host a town meeting from 7 to 9 p.m. Wednesday, April 16 at Tallwood High School, 1668 Kempsville Road.
