IN RICHMOND, BUSH CALLS ON VOLUNTEERS TO FIX NATION'S PROBLEMS

Former President George Bush promoted an upcoming summit on community service, saying individual volunteers can do more than government programs to solve the nation's most serious problems.

``Whether it's teen-age pregnancy or illiteracy, someone in this country at this moment is solving some problem,'' Bush told the Virginia Forum for Excellence on Tuesday.

``Government can do some things well, but volunteers can do much more.''

Bush plans to join President Clinton and retired Army Gen. Colin Powell in leading a meeting to encourage private companies and individuals to do their part.

Former President Ford and former first ladies Nancy Reagan and Lady Bird Johnson are also expected to attend the Philadelphia meeting April 27-29.
