CITY MANAGER'S REPORT

Adoption of the following ordinances recommending the proposed annual operating budget for the fiscal year ending June 30, 1998:

Adoption of an ordinance to re-establish the current tax rates on real estate, tangible personal property, privately owned pleasure boats, privately owned camping trailers and motor homes, and machinery and tools. Approved, 6-0

Adoption of an ordinance to amend Chapter 16 of the city code by increasing the basic monthly rate from $14 to $15 with corresponding adjustments in the rates for more frequent collection customers. Approved, 6-0

Adoption of an ordinance to amend Chapter 22 of the city code to increase the fee for motorcycles from $18 to $20, the average automobile license fee from $23 to $25, and the fee for vehicles over 4,000 pounds from $28 to $30. Approved, 6-0

Adoption of an ordinance to amend Chapter 38 of the city code pertaining to water service charges and sewer service charges. (Water rates are proposed to increase 10 cents from the present $2.05 per 1,000 gallons to $2.15 per 1,000 gallons. The adjustment in the sewage discharge rate is proposed to increase from the present $1.13 to $1.20 per 1,000 gallons of water consumed.) Approved, 6-0

Adoption of an ordinance to amend Chapter 35, Section 342 of the city code to increase the monthly utility tax rate for E-911 telephone service from $1.50 to $1.75. Approved, 6-0

Adoption of an ordinance to Chapter 35, Section 407 of the city code to increase the restaurant food tax rate from 5 percent to 5.5 percent. Approved, 5-1; Pitts opposed

Adoption of an ordinance to amend Chapter 35 of the city code to increase the transient occupancy tax from 5 percent to 5.5 percent. Approved, 6-0

Adoption of an ordinance to amend Chapter 12, Section 12-5 (c) of the city code pertaining to the city manager's authority to transfer unencumbered appropriations. Approved, 6-0

Adoption of an ordinance establishing the Classification and Pay Plan for the fiscal year under which the compensation and pay for our employees is administered. Approved, 6-0

Adoption of an ordinance to appropriate the funds necessary to implement the Annual Operating Budget for the fiscal year beginning July 1, 1997, and ending June 30, 1998. Approved, 6-0

Adoption of an ordinance recommending adoption of the following resolutions approving the five-year Capital Improvement Plan for 1997-2002, and a one-year Capital Improvement Program for 1997-98, and the issuance of general obligation bonds to provide the necessary funds for the projects:

Adoption of a resolution approving the 1997-98 through 2001-02 Capital Improvement Plan. Approved, 6-0

Adoption of a resolution authorizing the issuance of $5,620,000 of general obligation bonds ($8 million in new authorization less $3.9 million already issued for Norcom High School, plus $1,520,000 in future authorizations for the Children's Museum). Approved, 6-0< Adoption of an ordinance appropriating $14,654,263 from the Capital Improvement Fund and $3,513,252 from the Public Utilities Capital Improvement Fund for the implementation of the 1997-98 Capital Improvement Program. Approved, 6-0
