NORFOLK CITY COUNCIL ACTIONS

These are the actions from the Norfolk City Council meeting Tuesday. All members were present. Unless otherwise noted, all actions were unanimous.

PUBLIC HEARING

A public hearing on an amendment to the Huntersville II Redevelopment Plan that recognizes and adjusts for the impacts of widening Church Street on adjacent properties. Public hearing closed, 6-0. Collins absent during vote.

CONSENT AGENDA The City Planning Commission's application to amend the City of Norfolk Zoning Ordinance, 1992 as amended, to permit juvenile detention centers in designated zoning districts by special exception only.

Recommended action: authorize city clerk to advertise for a public hearing on July 22. Approved.

The Alpha Beta Cappa Day School's aplication to amend The General Plan of Norfolk, 1992, to change the land use designation on property at 7414 and 7420 Hooper St.

Recommended action: authorize city clerk to advertise for public hearng on July 22. Approved.

The application of Alpha Beta Cappa Day School to amend The General Plan of Norfolk, 1992, for a change of zoning at 7414,7420,7430 Hooper St. and 7425 Chesapeake Blvd.

Recommded action: authorize city clerk to advertise for a public hearing on July 22. Approved.

Letter from the city manager advising that the application of Lacerna's Oriental Food Mart for an adult use special exception on property at 5030 E. Princess Anne Road, has requested that this matter be withdrawn.

Recommended action: withdraw application. Approved.

Letter from the city clerk transmitting an abstract of votes cast in the city at the primary election, June 10.

Recommended action: recieve and file. Approved.

REGULAR AGENDA

An ordinance authorizing the acquition by condemnation of land in the city belonging to the W.B. Shafer III Estate and authorizing the expenditure of $103,450 to acquire it. Approved.

An ordinance accepting a grant from the Virginia Department of Criminal Justice Services and appropriating portions thereof for the Pretrial Services Program and the Local Offender Treatment and Supervision Program. Approved.

An ordinance authorizing the city manager to employ six people in the Local Offender Treatment and Supervision Program as special project employees and providing funds for their salaries. Approved.

An ordinance authorizing the city manager to employ five people in the Norfolk Pretrial Services Program as Special Project Employees and providing funds for their salaries. Approved.

An ordinance authorizing charge off of $451,217.07, uncollectible utility taxes, water and refuse collection, sewer maintenance and stormwater fees for fiscal year 1993. Approved.

An ordinance authorizing the city manager to enter into a right of entry agreement with the state Department of Transportation to construct improvements to St. Paul's Blvd. Approved.

An ordinance to amend and reordain ordinance No. 38,639 titled, ``An ordinance authorizing the application for and acceptance of a $50,449 grant from the Virginia Department of Criminal Justice Services in order to continue funding for the School Based Violence Prevention Services Program'' in order to authorize the acceptance and appropriation of $50,453 in grant funds. Approved.

An ordinance to amend and reordain ordinance No. 38,640 titled ``An ordinance authorizing the application for and acceptance of an $81,500 grant from the Virginia Department of Criminal Justice Services in order to continue funding for the Substance Abuse Support Services to Youth Program in order to authorize the acceptance and appropriation of $94,276 in grant funds.'' Approved.

An ordinance approving a $25,000 grant from the Chesapeake Bay Local Assistance Department, appropriating said funds, and authorizing the hiring of an environmental specialist as a special project employee under such program grant. Approved.

An ordinance approving a grant application of $286,418.72 for continuation and expansion of the Victim/Witness Assisstance Program, and appropriating the grant funds. Approved.

An ordinance authorizing the sale of alcoholic beverages for on-premises consumption at 1202 C. W. Little Creek Road. Motion lost, 0-7.

An ordinance approving and accepting a $1,500 grant from the Virginia Department of Motor Vehicles and appropriating the grant funds. Approved.

An ordinance approving and accepting a $5,500 grant from the Virginia Department of Motor Vehicles and appropriating the grant funds and providing $1,600 in matching funds. Approved, 6-0. Riddick absent.

An ordinance approving the $711,285 budget for the operation of the Lake Wright Golf Course for the period from July 1, 1997 through June 30, 1998 and appropriating $711,285 therefor from anticipated fees and charges. Approved, 6-0. Riddick absent.

An ordinance approving a lease between the city and Danka Corporation. Approved, 6-0. Riddick absent.

A resolution designating the city manager as the director of emergency services. Approved.

An ordinance appropriating the sum of $330,000 from the General Fund Self-Insurance Reserve for the payment of worker's compensation, claims and other insurance expenses. Approved.

An ordinance accepting a $29,000 grant from the Virginia Department of Social Services and the Virginia Department of Helath and appropriating grant funds to continue funding and the Medicaid Eligibility Worker Project. Approved.

An ordinance appropriating $12,582,181 in state and federal grants, contract funds, fees and miscellaneous revenue to the Norfolk Community Service Board and approving the board's annual program. Approved.

An ordinance appropriating $121,846 provided by the Virginia Department of Social Services and Sentara Health System for employment of three special project employees in the Division of Social Services at Sentara Health System. Approved.

An ordinance appropriating $98,593 to employ three eligibility workers of the Division of Social Services at Children's Hospital of The King's Daughters. Approved.

A resolution approving the proposed location and major design features of Project 0060-122-F02, PE-101, RW-201, C-501, B-602; requesting the commonwealth of Virginia acquire all necessary rights of way; and authorizing the execution of all necessary railroad and utility agreements. Continued to July 1.

An ordinance amending and reordaining section 2-46(a) of the Norfolk City Code, 1979, in order to revise the standard work day. Continued to July 1.

An ordinance to approve carrying forward project account balances from the Community Development Program for Year XXI to the Community Development Program for Year XXII. Approved.

An ordinance appropriating to the School Board $2,200,000 of excess school funds for Captial Improvements or to acquire new equipment, $18,936,536 of federal and state grants related to Title 1 programs and other miscellaneous grants for the specific purposes as outlined by the grantor agency, and $12,587,080 for child nutrition services funded by federal and state assistance and by student fees. Approved.
