GATEWAY DELAY: A four-lane bridge over Pretty Lake on Shore Drive that is to serve as the gateway to a redeveloped community on East Ocean View might not be built until the summer of 1999. The City Council approved its design Tuesday but learned that the state had delayed construction as much as a year, pushing hard against the city's plans to begin marketing lots for homes in the area by 2000. TUNNEL OK'D: Norfolk endorsed an option for a new bridge-tunnel between the Southside and Peninsula paralleling the Monitor-Merrimac Memorial Bridge Tunnel. The new span would connect all three of the region's shipping ports and relieve truck traffic on Hampton Boulevard.
