During NATO's July Fourth flag-raising ceremony Thursday at NATO's

headquarters on the Norfolk Naval Base, the celebration resounded

with music by the Continental Army Band, and the music of flags,

snapping in the wind. Engines roared as F-15 fighter jets staged a

flyover.
