NIGHT GOLF: Among the $1.07 million in improvements authorized for the City Park Golf Course is a lighted driving range. The council also approved spending money to reconstruct tees, fairways and greens, to improve irrigation and drainage and to build a maintenance facility and putting course.

LIGHT FRIGHT: A difficult question was put to the council: Will lights and a pay phone improve safety at the Simonsdale basketball court where a teen was gunned down or will the improvements attract drug dealers and more crime? See page B5

VIRGINIA BEACH:

GREEN LINE: The City Council gave preliminary approval to a golf course community below the Green Line at Seaboard and Princess Anne roads. City planners said the project met the Beach's standards for developments in the transition zone between suburbs and the rural south. See page B1 STYLISH DIGS: Could a first-class eco-tourism resort nestled against the Back Bay National Wildlife Refuge help the Beach grab more upscale tourists? The council delayed until August deciding on a $40,000 study on the prospects for such a luxury hotel in Sandbridge. See page B2

ALL ABOARD: Despite opposition from some residents and the city planning staff, City Council Tuesday voted 7-3 to grant Contractors Paving Company, Inc.'s request to expand its asphalt storage yard by 10 acres and deliver supplies to its Bonney Road site by train. Residents of nearby Thalia Trace feared the expansion would be an eyesore and the trains, which arrive in the middle of the night, would disturb the neighborhood.

CHESAPEAKE:

FOUND MONEY: Looking high, low, and really hard at every city account, Chesapeake officials found more than loose change. They turned up $5.4 million lying around in various locations that will be used to balance the already approved budget. See page B5

WATER WORRIES: With a drought settling in and the salt levels making their annual slow rise in Northwest River water, the council gave the city manager authority to enact a series of emergency measures should supplies shrink. See page B1

ROAD GANG: Although the state and the Beach are pushing it, Chesapeake is still unsure about the Southeastern Parkway and Greenbelt. The council delayed for 60 days a vote that would endorse the highway connecting the southern parts of both cities. The city did pick routes for an improved U.S. Route 17 and a corridor for another crossing of the Elizabeth River. See page B5
